About the Position: The incumbent will serve a Personal Financial Readiness Specialist at the Directorate of Morale, Welfare, & Recreation (MWR)/Army Community Service Division (ACS)/Soldier and Family Readiness Branch in Fort Riley, KS.
Duties
Recommend personal financial readiness program resource requirements.
Provide technical guidance to personnel throughout the organization in order to promote personal financial readiness services.
Counsel families within the community regarding how to obtain financial peace.
Coordinate with outside agencies to reduce interest rates and payments for consumers.
Conduct annual, organizational financial audits.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A baccalaureate degree from an accredited college or a combination of education and experience, which equips the incumbent to serve as a personal financial management counselor is highly desired.
- Obtain and maintain a nationally recognized and Army approved financial counselor certification in accordance with DoDI 1342.22, 3.d (6)(b).
- The duties and responsibilities of the job require the incumbent to exercise judgment in making or recommending Government decisions or actions.
- These actions will have an economic impact on the interest of nonfederal enterprises as defined in Section II, AR 600-50. Incumbent must, therefore, file a statement of employment and financial interest as required therein.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position.
- The Financial Disclosure Statement is required annually thereafter, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 30 August 1993.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes 1). Analyze customers' financial burdens to provide resolutions regarding how to achieve financial peace; 2). Implement personal financial readiness services to provide monetary relief regarding consumer affairs; and 3). Conduct annual organizational financial audits to ensure regulatory compliance is being followed.

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: finance.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
