Duties

Specific Programs: Rescue Coordination Center (RCC) Analyzes, coordinates and/or performs a variety of special projects/program assignments and studies which lead to resolution of management problems and improvement of operations. Independently develops a plan of action, recommends solutions. Coordinates with State ARNG/ANG Command staff, Directorates or Group Commanders. Monitors and analyzes program/project progress, recommending changes based on findings as needed. Develops all reports, briefings, and status of assigned projects/programs. Performs a wide variety of support duties to facilitate the work of the office. Arranges scheduling of appointments, meetings, briefings, and other commitments that have a directly effecting on future decisions and program direction. Provides management information, advice, and assistance to the Alaska Rescue Coordination Center (AKRCC). The incumbent researches current Law, DoD, Department of the Army (DA), Department of the Air Force (DAF), NGB, and State policy, and uses judgment to decide appropriate policy and procedures in relation to current projects, taskings, issues and concerns. Analyzes information and data; assesses progress of programs, projects, and processes. Organizes, manages, and presents information to include recommendations both formally and informally via oral and written means. Uses knowledge of graphics software to prepare charts and graphs, database or spreadsheet software to enter, revise, sort, research, calculate and retrieve data. Serves as a Project Manager for emerging projects assigned to/by the AKRCC. Responsible for managing budget requirements throughout project life-cycle, leads team in identification of goals and objectives, stakeholders, tasks, associated risks, and milestones. Determines workload structure to identify tasks and assign resources. Uses knowledge and experience to analyze information and make quick and appropriate decisions. Routinely keeps AKRCC apprised of project status. Establishes, develops, and maintains effective working relationships with coordinating organizations. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Participates in special projects and initiatives and performs special assignments. Identifies the need for special projects and initiates milestones and goals. Researches and recommends appropriate actions or interpretation of issues that impact the organization, command, or agency, and which affect the structure and future work of the organization to senior leadership. Assigns work to functional staff members in accordance with established organization mission and functions, workload fluctuations and personnel availability. Defines and interprets governing policies, procedures and regulations. Provides financial advice and renders decisions on major problems. Reviews operating procedures and policies with respect to the desired performance objectives of management. Advises management of operating areas at risk of not achieving desired performance and recommends corrective actions. Develops or directs the development of new or changed internal operating procedures and instructions. Assigns and reviews work daily, weekly or monthly; ensures production and accuracy requirements are met; and recommends performance standards and ratings. Plans work to be accomplished by subordinates, sets and adjust short-term priorities and prepares schedules for completion of work. Assigns duties to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments and capabilities of employees. Advises, counsels or instructs the employees on both work and administrative matters. Interviews candidates for vacant positions and recommends appointments, promotions, or reassignments to such positions. Hears and resolves complaints from employees referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Effects minor disciplinary measures--such as warnings and reprimands--and recommends other actions in more serious cases. Identifies developmental and training needs of employees, providing for or arranging for needed development and training. Finds ways to improve production and increase the quality of the work directed and also develops performance measures. Performs other duties as assigned.

  • APPOINTMENT FACTORS: T5 Excepted Service appointment in the Alaska National Guard.
  • INDEFINITE: Indefinite employees may be separated with a 30 day notice OR may be converted to permanent without further competition.
  • Must be able to obtain and maintain a Secret or higher security clearance.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • DESIRABLES: Available to act as an AKRCC controller. Previous experience in the 176 OG.

Qualifications

GENERAL EXPERIENCE is experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems. SPECIALIZED EXPERIENCE is experience which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position. GS-11 - Must have at least 36 months experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. **In order to use education as a substitution for experience or as a combination of experience and education, you must submit a copy of your transcripts. If submitting transcripts from foreign universities/colleges, you are required to submit a credential evaluation from a private U. S. organization that interprets your foreign education or degree. To be acceptable for Federal employment, foreign education must be equivalent to education or degrees acquired at accredited colleges, universities, or educational institutions in the United States. EXPERIENCE REQUIREMENTS: Resume must have complete dates and hours worked per week for each occurrence of both civilian and military employment (Example: 2 JAN 1980 to 3 MAR 1981; 0800-1630 M-F or JAN 1980 to MAR 1981; 40 hrs/wk) Use of year only will result in disqualification. Your record of experience, training, and education must show possession of the following knowledge, skills and abilities needed to fully perform the duties of the position: - Knowledge of the principles, policies, program goals and methodology of the National Guard quality of life programs, including factors that affect work and leisure environments, to identify family issues that require exploration, development, and resolutions, and determines appropriate methods and resources such as referral to social service programs and agencies, to provide information about National Guard assistance programs, to gather and analyze information on problems and difficulties of obtaining assistance using the current system, to provide programs that address such problems, and to recommend action to improve the system. - Knowledge of various analytical techniques to conduct projects and studies to evaluate program effectiveness and efficiency. Knowledge of evaluative techniques and methods (and the ability to adapt as appropriate) to analyze reports, gather data, review suggestions, and evaluate the effectiveness and efficiency of the ANG Family Program sufficient to recognize and define social problems, to reach accurate conclusions, and to measure and improve human services program effectiveness and productivity, and make recommendations for program improvement. Knowledge of project management and analytical study techniques to conduct studies concerning the efficiency and effectiveness of program operations. - Skill in evaluating various operational alternatives and developing recommendations for management consideration. - Ability to develop solutions based on findings of projects and studies. Ability to provide recommendations to unique and unusual issues or problems with multiple variables in order to assist family members. - Ability to provide briefings and orientations to family members and volunteers. - Ability to enhance and maximize the volunteer capability to support the family program with active volunteer services and maintaining records of volunteers for base family activities, particular services and specialty expertise. - Skill in establishing and maintaining effective working relationships using tact and diplomacy in interacting with individuals/families and program support representatives. - Skill in using various computer software database, spreadsheet and word processing. - Ability to collect, evaluate, and disseminate information and assess strengths, weaknesses, and needs of serviced population in order to establish program goals, objectives, and procedures. - Ability to communicate effectively both orally and in writing.
