Duties
The primary purpose of this position is: To serve as full Deputy Division Chief, to the Division Chief of the Tactical Data Link Enterprise Division. Fully shares full in duties and responsibilities and represents the Division Chief in his absence and advises him/her on Planning, Programming and Budgeting, Requirements development, the Joint Capabilities Development Capabilities Development System (JCIDS) and Life Cycle Logistics and sustainment matters.
As Deputy, works with the Division Chief in planning, organizing, and overseeing the activities of the Division.
Participates with the Division Chief in the exercise of supervisory personnel management responsibilities.
As Deputy, analyzes, develops, and evaluates detailed plans, goals, and objectives for long-range implementation of assigned major command programs and provides advice and recommendations to the Division Chief.
Develops, advocates, documents, and implements planning and programming decisions in appropriate formats to meet Air Force and Major Command requirements.
Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques and represents ACC with a variety of MAJCOM and functional area organizations.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of program segments that perform complex technical and administrative work directly supporting the operations of the Air Combat Command and the Combat Air Force; provides effective supervision of employees within the Headquarters Air Combat Command, Plans Programs and Requirements Directorate, Tactical Data Link Enterprise Division; is responsible to assess, plan, organize and develop avionics and electronics (TDL) support of major Air Force programs; my work forms the basis for decisions by high ranking military and civilian managers that affect the conduct of Air Force-wide avionics and electronics programs.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to acquisition, modernization, and sustainment of Combat Air Force (CAF) Airborne Network Integration (ANI) systems, from system development through deployment. Advocates resources for and prioritizes AF and joint operational capabilities and requirements. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as rescue, mission and flight operations, deployment, mobilization, exercises, PPBS, acquisition, special operations, or similar operations. Knowledge of the Department of Defense Planning, Programming, and Budgeting System (PPBS), and Department of Air Force policy, procedures, and schedules for developing Program Objectives Memoranda, Budget Estimate Submissions and Financial Plans in support of major war, mobilization, and other contingency and operational plans; and methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers.
Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance and/or (identify specific functional information).
Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources.
Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
Knowledge of and skill in the application of TDL systems as it applies to assigned programs. Knowledge of how TDLs integrate with tactical weapons systems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
