Duties
As a MANAGEMENT ANALYST at the GS-0343-11 some of your typical work assignments may include:
Serving as arms control Treaty List Manager (TLM) for the DOD Treaty List Management Program. As TLM, directly responsible for the maintenance of the Agency's US Arms Control Treaties/Agreements Lists.
Serving as primary interface and data controller for a major Arms Control Treaties/Agreements database. Coordinates with system administrators and programmers in support of system modernization, software interface testing, software/hardware changes/modifications, and system maintenance.
Performing a range of projects related to program operations in the areas of management analysis and productivity improvement.
Performing a variety of analytical tasks, i.e., gathering, analyzing, and evaluating information to improve the efficiency of management and administrative operations within the Division.
Serving as Passport Acceptance Agent; receives, examines, and reviews passport applications for adjudication. Reviews applications for compliance, completeness, affirmation of truthfulness, presence of required entries, signature, and photographs.
Assisting in the preparation of budget estimates and justifications. Gathers, extracts, revises, verifies, and consolidates a variety of information and statistical data required in the formulation and presentation of budget requests.

- Employee must obtain/maintain a Non-Critical Sensitive (Secret) security clearance.
- This is a designated drug testing position.

- Once appointed, the incumbent must acquire and maintain Department of State (DOS) certification as a Federal Passport Acceptance Agent.
- Local travel may be required. Position will require incumbent to drive in and around the Washington, DC area to the various embassies and consulates.
Qualifications
You may qualify at the GS-11, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service:
Researching appropriate regulatory or instructional guidance to determine implementation to meet mission objectives;
Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations;
Developing presentations, reports and surveys;
Managing, constructing, cataloging, and maintaining automated databases and automated transaction files; and
Effectively communicating statuses both orally and in writing to resolve problems and offer viable solutions.
OR
B. Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related;
OR
C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
