This position serves as the Medical Care Line Business Manager at the Michael E. DeBakey VA Medical Center. The incumbent has the final administrative decision-making authority, responsibility, and accountability for all issues affecting the Medical Care Line. He/she collaborates with operations and program managers to ensure integrated goals and priorities for the Medical Care Line are met. The incumbent is knowledgeable of overall VISN and Medical Center goals, missions, and priorities.
Duties
Has final administrative decision-making authority, responsibility, and accountability for all issues affecting the Medical Care Line.
Maintains constant surveillance of MCL's compliance with standards from VHA and other accrediting and regulatory agencies.
Responsible for developing policies, procedures, and organizational structures required to fulfill the Medical Care Line's mission.
Timeliness and responsiveness to items requested by leadership at the facility and care line levels.
Evaluates performance of subordinates to assess effectiveness of work output in meeting goals and objectives.
Incumbent evaluates the need for innovation, new, and different programs.
Responsible for the formulation, execution, and fiscal management of the budgetary plan for the Medical Care Line. Evaluates past expenditures, perceives immediate and long-term requirements and their budgetary impact, coordinates staff input and prepares budget requests accordingly.
Responsible for the management and control of funds, including participation in the annual budget development of operation of the Medical Care Line.
Responsible for a multi-million dollar budget, including staffing, equipment and contract funds.
Work Schedule: Monday-Friday 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/27/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
The individual must have experience in clinical operations.
Comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of programs in medicine.
Responsible for managing the service line budget, a minimum of two years of experience managing fund control points, paying invoices, managing overtime.
