About the Position: This position is located at US ARMY SPECIAL OPERATIONS COMMAND in Fort Liberty, North Carolina.
Duties
Independently plans, coordinates, executes, and directs effective protocol assistance required by high level visitors, to include general officers, both foreign and domestic, and distinguished civilians of equivalent rank or higher.
Assures that each visit or function precisely fits the needs of each situation considering all of the particulars of protocol.
Verify purpose of event, technical and personal interests, requirements of hosting agency for event, and special approaches wanted by the Command Group.
Plans, coordinates, executes and directs the conduct of official social functions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Temporary Duty Travel is 25% of the time.
- This position is subject to a pre-employment drug screening, and random drug screenings thereafter.
- One year trial/probationary period may be required, unless previously completed.
- This is a TERM position a Statement of understanding will have to be signed.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience for GS-09: One year of specialized experience which includes 1) Interacting with distinguished visitors; 2) Plan, organize, coordinate and direct itineraries for distinguished visitors; 3) Assist in Protocol activities (social functions, VIP visits, etc.); 4) assist in developing after action reports to detail challenges, difficulties and lessons learned from ceremonies and visits. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Masters or equivalent graduate degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
2 full years of progressively higher-level graduate education leading to such a degree.
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
You will be evaluated on the basis of your level of competency in the following areas:
Specialized Experience for GS-11 One year of specialized experience which includes 1) Establishing and maintaining effective working relationships with groups interested in or affected by agency protocol policies and procedures; 2) Applying knowledge of the organization and key personnel to plan, analyze, and coordinate protocol activities; 3) Applying knowledge of protocol peculiarities for foreign visitors to locate sources of accurate, current information for each area of the world; 4) Advising and instructing escort and support personnel on protocol matters (i.e., when and where to report for duty, proper dress code, and any special instructions necessary for the scheduled activities). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Education
