This position is located in the Adjudications Division, Service Center Operations Directorate.
As an Adjudication Officer (Policy), you will draft and oversee publication of regulations, field manuals and other instructional documents and interpret policies relating to immigrant, nonimmigrant and U.S. Citizenship services programs.
Duties
The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity.
Plan, manage, and direct activities relating to adjudication programs and support of Immigration, Nonimmigrant, and Citizenship Services.
Review and analyze proposed legislation as to its possible effect on the adjudications program and recommend changes where appropriate.
Liaison with federal agencies and furnish information, guidance and assistance, and prepare briefing papers for high level officials.
Oversee the implementation of program goals, objectives, and priorities established by statues, executive orders and agency leadership.
Draft and oversee the publication of regulations, field manuals, and other documents relating to immigrant, non-immigrant, and U.S. citizenship programs.
Provide expert advice, guidance, and interpretation on policy matters relating to immigration adjudication programs, and devise and implement changes where needed.
Respond to a variety of inquiries concerning the full range of immigration adjudication procedures, laws, regulations, and policy.
Maintain effective working relationships with other government agencies and furnish information, guidance, and assistance to members of Congress, attorneys, diplomatic officials, and tenant organizations on matters of immigration policy.
Qualifications
The qualifications for this position must be met by 11:59 PM (Eastern Time) on 11/01/2023.
Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 11/01/2023.
GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Conducting research to develop immigration adjudication regulations, policies, and procedures;
Reviewing and evaluating the proposed legislation and the possible effects on the adjudications program and
recommend changes where appropriate;
Devising innovative solutions to critical problems within immigration adjudication operations; and
Overseeing the implementation of new or revised immigration related policy.
GS-14: In addition to the requirements at the lower grade level(s), you qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Preparing high-level reports on the impact of proposed immigration adjudicative policy on the agency mission;
Participating in working groups to negotiate policy changes and implementing recommendations to meet the agency
mission;
Serving as an expert consultant on Immigration benefits, assesses current and future needs of the agency, and
evaluates program effectiveness and compliance with laws and regulations;
Reviewing and analyzing proposed legislation and the effect on the adjudication program; formulate and initiate
procedures in the adjudication programs, and prepare implementing changes.
