The primary purpose of this position is to serve as the Air Mobility Command/Office of the Surgeon General (AMC/SG) Medical Information Systems Specialist in support of all aspects of AMC/SG and AE worldwide medical information technology mission requirements.

Duties

Advises and serves as the Database Administrator and technical SG point of contact for Medical Information Systems. Articulates and advocates operational and technical requirements to senior leadership to resolve operational problems and keep the AMC/SG and ERC network operations in the field current with state-of-the-art technology. Identifies and analyzes operational requirements, oversight, and execution of operational tests and evaluations of proposed technical solutions. Coordinates the work of other specialists to achieve and support quality improvement in all products and services and takes a proactive approach in providing customer assistance. Assures the efficiency of operation, testing, and maintenance of large programs. Ensures on-going consultation and instruction to functional area users on management information systems and file, system, and network accessing techniques, search strategies, processing and file assessing techniques, processing and space utilization efficiencies, security procedures, cybersecurity protocols, backup and program recovery techniques, and testing techniques. Provides management advisory services and provides medical information systems guidance to Air Mobility Command staff and subordinate organizations on medical information systems policy and procedures. Provides advice and assistance requiring a high level of technical skill in the field of medical information systems and a broad knowledge of health care programs, program elements, enroute care, electronic health records, medical information systems, and elements of medical mission support and planning. Represents the organization at conferences and meetings with Joint and DoD organizations and presents briefings. Leads and/or participates in discussions, meetings, conferences, committees, or medical system projects. Analyzes areas of concern, identifies problems, and resolves conflicts through discussions with management and user representatives. Consults with base officials and working groups, customers, and other organizations personnel on medical information system concerns. Manages Acquisition of IT assets and prepares supporting software system documentation. Plans and coordinates all phases of acquisition, implementation, management, and integration of IT assets and serves as an authorized representative of the contracting officer. Provides technical guidance for the procurement of technology assets and services.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes working knowledge of assignments which require knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness for program operations carried out by administrative or professional personnel, or substantive administrative support functions (i.e., internal activities or functions such as supply, budget, procurement, or personnel which serve to facilitate line or program operations). This level includes knowledge or pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources (people, money, or equipment) in the area studies to include working knowledge of automated data processing functions, techniques, and capabilities including medical Automated information Systems, database software, microcomputer operations, and the network operating systems. OR EDUCATION: Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of automated data processing functions, techniques, and capabilities including medical Automated information Systems, database software, microcomputer operations, and the network operating systems. 2. Knowledge of the principles, concepts, techniques, standards, processes, and guides of operational health support and combat support and the ability to relate to Medical Information Systems. 3. Knowledge and practical applicability of hardware .and software systems and their interfaces with the medical environment. 4. Ability to communicate effectively with others, both orally and in writing, in working out solutions to problems or questions relating to work. 5. Ability to gather facts and use effective analytical and evaluative methods to accurately assess information and make sound decisions. 6. Ability to development improvements in and design new work methods and procedures using automated systems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: This position may include information assurance (IA) work as an additional duty. Per DoD 8570.01-M, the recipient of this additional duty must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in the reassignment of this additional duty to another employee within the organization.
