Qualifications
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as assessing financial operations of regulated sectors or the activities of private sector entities with which the organization conducts business or provides services; presenting findings and/or recommendations to a variety of stakeholders; and determining the financial strengths or weaknesses for an individual, business, or corporation.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Skill in conducting integrated analysis of accounting systems, business activities, and financing for a broad range of industries, occupations, and specialized entities.
Knowledge of corporate structures, particularly with respect to corporate parent/child relationships and the basic types of public/private partnerships.
Skill in establishing goals and assessing progress toward their achievement.
Knowledge of governmental accounting standards.
Knowledge of the principles and practices of public finance applicable to the financial operations and transactions involved in operation of state and municipal finance programs and the associated financial service industry.
Skill in the preparation and use of spreadsheets, models and databases, and PowerPoint presentations.
Skill in obtaining, compiling, and summarizing narrative information and quantitative data.
Ability to perform financial analyses.
Ability to develop probing analytical techniques and methods.
Skill in preparing and presenting analyses and findings.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education
You need a degree or combination of education and experience as described below to qualify for this position.
A bachelor’s or higher degree from an accredited or pre-accredited college or university in

Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.

Experience such as performing financial analysis and evaluation work requiring a comprehensive knowledge of (1) corporate finance and any specialized fields of finance required such as public finance, securities, international finance, money and securities markets, investments, and banking, and (2) the financial and management structure, operations, and practices of corporate and other organizations.
