The primary purpose of this position is to correlate all aspects of major project areas studied and define visions of business process to achieve future and ideal state by applying the Lean methodology system of continuous process improvement (CPI) to eliminate ineffeciencies and improve productivity.
Duties
1. Analyzes and evaluates various maintenance processes and procedures and provides recommendations to resolve substantive issues of effectiveness and productivity of work operations.
2. Plans, schedules and facilitates CPI initiatives within schedules and priorities established by higher management.
3. Visits other ALC's or contractor facilities to observe applications of CPI technologies related to Lean and to discuss their potential for use in the organization.
4. Identifies situations/processes that need to be analyzed and improved.
5. Prepares and delivers written and oral presentations.
6. Performs other related duties such as complies with all rules of Air Force Policies, supporting management policies and procedures to include working overtime when necessary.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized are analyzing and evaluating complex material management/administrative processes and procedures, applying analytical and evaluative skills and techniques, providing qualitative results, and developing recommendations to resolve issues of effectiveness and productivity of work operations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Thorough knowledge of manufacturing/production/industrial management policies, principles and practices.
2. Extensive knowledge of a wide range of Lean qualitative and quantitative methods used in conducting studies of major project areas that require application of CPI principles.
3. Knowledge of Lean program goals and objectives, sequence and timing of operations events and milestones.
4. Sill in planning and conducting comprehensive CPI activities to affect the changes necessary to improve the lean maturity level of the organization.
5. Ability to communicate effectively, both orally and in writing and to build a rapport with others.
6. Skill in preparing project papers and staff reports.
7. Skill in organizing and delivering briefings to managers to encourage understanding and acceptance of new processes.
8. Ability to articulate and communicate intricate Lean concepts and theories as they pertain to the CPI Vision to all levels of staff.
9. Skill in qualifying cost/savings derived from successful Lean activities.
10. Knowledge of major issues, program goals and objectives, work processes and administration operations of assigned organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

PHYSICAL DEMANDS: Assignment regularly involve long periods of standing, bending, and stooping to observe and study work operations in an industrial storage or comparable work area. Carrying or lifting of moderately heavy items may be required.
