This position is located in the Centers for Medicare & Medicaid Services (CMS), Office of Strategic Operations and Regulatory Affairs (OSORA), Regulations Development Group (RDG), Division of Regulation Development - B.
As a Health Insurance Specialist, GS-0107-14, you will serve as an authoritative source of information and expertise for high-level decision makers and management officials regarding the development, drafting, clearance, and publication of regulations.
Duties
Develops and administers regulations development, drafting, and process training to RDG staff and program staff.
Participates in meetings with senior RDG and OSORA staff to develop internal policies, strategic plans, operational procedures, and organizational goals.
Manages projects, ensuring timely completion of action items and achievement of critical milestones.
Participates in regulations development activities to ensure effective, understandable, and enforceable regulations under the laws, regulations, and Executive Orders applicable to CMS and the regulations process in general.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include:
1. Developing and administering health care policy/regulation.,
2. Advising management on the development, drafting, clearance, and timelines for the publication of regulations.,
3. Leading projects requiring collaboration with internal and external stakeholders in the health care field.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
