The Program Specialist - Physician Recruiter position serves with the Chief of Staff office at Charlie Norwood VA Medical Center (CNVAMC), Veterans Health Administration, Department of Veterans Affairs, Augusta, GA.
Duties

Duties include, but are not limited to:
Recruitment:
Serves as the primary source for individuals inquiring about physician recruitment; providing advice and guidance on the procedures of applying for a position, explaining recruitment/relocation incentives, Education Debt Reduction program, credentialing and privileging as well as the stage of the recruitment process to include EQIP completion and pay and benefits information.
Serves as the Subject Matter Expert in recruitment and placement of Title 38 Physicians.
Utilizes multiple advertising and face to face venues to accomplish the mission to including but not limited to Career Fairs at Universities and Medical Schools, Virtual Job Fairs, Commercial Job Fairs, canvasing contact listing from professional associations, and other electronic communication methods which may include alumni networks or employee referrals.
Works with Services to identify and recommend appropriate recruitment incentives for key positions.
Collaborates with Public Affairs to develop a marketing campaign designed to attract individuals that may not initially be interested in relocating.
Maintains a database to track positions and candidates leads for short- and long-term use.
Serves as local facility subject matter expert for Non-Citizen VISAs and the applicable standards and procedures for these types of appointments. This includes appropriate vacancy file documentation.
Data Analytics:
Serves as the primary liaison with customer organizations and physician candidates to accomplish mission requirements in the most effective manner possible through the optimal application of staff development (i.e., continuing medical education, etc.).
Analyzes trends and forecast changes in workforce requirements and prepare reports and recommendations monthly as to most effective manner or recruitment.
Develops a tracking system for biennial pay to ensure biennials are routed for processing sixty days prior to the due date.
Manages and/or prepares reports and coordinates the establishment and tracking of HR metric and provide a weekly report to the Chief of Staff as to areas for improvement.
Works with Service Chiefs on the development of pay for performance standards and track and trend the completion and performance standard improvements and provide a biannual report to the Chief of Staff.
Performs other duties as assigned.
Work Schedule: Monday - Friday; 8:00am - 4:30pm

SPECIALIZED EXPERIENCE GS-12: Having one (1) full year of Specialized Experience that equipped you with the knowledge, skill, and ability to successfully perform the duties of this position, and that is typically related to the work of the position. This specialized experience must have been equivalent to the next lower grade level in the Federal service. Qualifying specialized experience includes having comprehension of mission, organization, programs, requirements of health care delivery systems to plan, organize, and implement a Facility-wide Physician Recruitment program; proficient HR policies, laws, and regulations are necessary to deal effectively with a variety of recruitment issues and problems that emanate from a highly complex organization and to develop management/oriented programs/protocols that standardize work and support responsiveness to the needs of the facility; capable of exercising a high level of managerial skills and technical human resource recruitment knowledge to plan, organize, direct, implement, and evaluate a clinically oriented management plan to recruit critical physician positions to a myriad of medical, surgical, rehabilitative and spinal cord injury programs; comprehends the major primary or specialty physician issues, program goals and objectives, work processes, and the clinical operations of the organization; and having skills in applying analytical, evaluative methods and techniques to issues· or studies concerning the efficiency and effectiveness of physician recruitment program operations carried out by administrative or professional personnel, and substantive administrative support functions (i.e., internal activities or functions such as supply, budget, procurement, or personnel which serve to facilitate program operations).

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Regular and recurring work performed involves sitting at a desk, and/or attendance at conferences/meetings. Some physical demands evolve from stressful and protracted negotiations as the liaison with all services and in putting together customized recruitment packages that will successfully place a physician in needed positions within the medical center.
