You will serve as the Deputy Executing Agent for the C4T Test Technology Area (TTA) for NAWCWD and NAWCWD's Ranges/Target OPS/Instrmtn / Labs Group, (Code EBG0000) of NAVAIRWARCENWPNDIV POINT MUGU.

Duties

You will function as an expert who will assist the C4T Executing Agent in the execution of issues related to policy, test investments, strategic planning, assessment, and resolution of budget issues. You will be assisting the C4T EA in managing the development of cutting edge technologies specifically to support Test and Evaluation. You will be assisting the C4T Executing Agent in managing all aspects of the TTA to include collection of topic proposals, executing the BAA process and overseeing project execution. You will be representing OSD TRMC and the DON in working groups, steering committee meetings, technical reviews, and other meetings as required. You will assist in the development of internal/external reports and the preparation of replies to senior leadership and Congressional inquiries for the DON and OSD TRMC. You will assist with deliverables to include the execution of test technology prototypes and demonstrations in relevant environments. You will assist in performing risk reduction and transition planning for the development of test capabilities by the Central Test-Evaluation Investment Program (CTEIP) and Service Improvement and Modernization (I-M) efforts. You will assist the C4T EA in the advancement of OSD STEM initiatives for the T-E community by involving academic institutions in C4T projects.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the basic education requirements, your resume must demonstrate at least one year of specialized experience at or equivalent to the DP-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following: 1) Ability to develop networks and collaborate across organizational boundaries (WD, NAVAIR, DON, OSD TRMC); 2) Exhibiting a working knowledge of the S&T for T&E Program and planned Service and Central Test and Evaluation Investment Program (CTEIP) investment projects; 3)Conducting Test & Evaluation (T&E) and the identification of technology gaps adversely impacting T&E; 4) Applying the Systems Engineering process in design, development, testing, management, and operations of a system; 5) Experience in Program Management including budget development and execution, resource assignment, project timeline development and execution, and conflict resolution; 6) Demonstrating knowledge of Contracting including development of requirements for Broad Agency Announcements (BAA) or Other Transaction Authority (OTA) contract vehicles. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

For 080: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

For 1520:

Degree: mathematics; or the equivalent of a major that included at least 24 semester hours in mathematics.

OR

Combination of education and experience -- courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in A above, plus appropriate experience or additional education.

For 1550:

Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
