This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15. You will serve as the Program Manager for the Next Generation Logistics Ship in PMS 325, Auxiliary & Special Mission Shipbuilding Program Office within Program Executive Office, Ships.

Duties

You will plan, initiate and execute the Next General Logistics Ship Program and other early acquisition programs. You will formulate, develop and implement internal Ships program policies, methods and procedures by which system development, production, Fleet readiness and planning/business/financial and related projects will be pursued. You will plan and initiate program and budget for Ships. You will manage all work to specify project objectives and requirements and justify to all levels of Navy/DoD technical aspects, funding and methodology proposed for the program. You will execute all formal Planning and Programming, Budgeting and Execution System (PPBES), and related budget and other resource requirements. You will integrate efforts with related work in other NAVSEA/Navy/DoD organizations. You will develop overall Ships program goals, objectives and requirements through participation with sponsors, project offices and other NAVSEA/Navy elements. You will provide continuing technical and managerial direction to all cognizant efforts/projects. You will guide and monitor technical accomplishments, expenditures and other resource utilization, adherence to schedules and milestones, performance of supporting labs, shipyards, contractors and field activities, etc. You will initiate and maintain necessary coordination with OPNAV, MSC, and others in order to ensure that assigned acquisition projects are executed in a timely and effective manner with regards to project objectives and approved project plans. You will exercise technical and managerial responsibility for all work performed by assigned personnel, field activities, prime and subcontractors, and support contractors.

• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-3 broadband level (GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Evaluating an organization's operations (e.g., management methods, business practices, utilization of resources) to recommend strategies for operational efficiency.
