This position is located in the Health Resources and Services Administration, Office of Operations, Office of Human Resources, Division of Human Resources Policy and Technology. The duty location for this position is in Rockville, MD and is not eligible for remote work.

Duties
This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.
As an Administrative Officer and expert advisor your major duties and responsibilities include:
Planning, directing, and evaluating office-wide administrative management activities and responsibilities related to contract management oversight, budget, and staff coordination.
Developing policies and procedures for internal Division requirements and interpreting and implementing the Agency's management policies and procedures.
Representing the Division at meetings and advising leadership and/or staff on relevant topics and findings.
Assisting Division leadership in the development and formulation of program budget.
Serving as an advisor to the Division Director and management in all matters pertaining to the formulation of budgets and all supporting activities.
Managing contracting for all procurements.
Providing technical assistance to Contract Office Representatives (CORs), process contracts and other procurement items.

Requirements
- U. S. Citizenship is required.
- All qualification requirements and time-in-grade must be met by the closing date of this announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
- Males ages 18 through 25 must be registered with the Selective Service.
- PHS Commissioned Corps applicants must submit current personnel orders.
- A one year supervisory probationary period may be required.
- Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)

To qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
Examples of the minimum qualifying experience equal to the GS-13 level include the following types of tasks performed on a regular and recurring basis:
Serving as a subject matter expert to internal and external customers on a full range of administrative management activities (i.e., budget and financial management, human resource management, contract administration, facilities and property management, and travel etc.).
AND
Providing technical guidance and oversight on federal regulations, policies, and processes to ensure organizational compliance and efficiency in administrative and management operations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
