About the Position: This position is located with the Performance Analysis and Evaluation department at Naval Medical Center, San Diego in California.
Duties
Provide the Medical Treatment Facility (MTF) upper management with unbiased information for making decisions on the administrative and programmatic aspects of the Command operation and management.
Analyze and develop methods to improve the accuracy, adequacy, and timeliness of information and information systems used for disseminating financial and statistical information to managers at all organizational levels, local, regional and national.
Verify and initiate corrective action for workload and costing data within higher authority-maintained systems i.e. Military Health System Management band Reporting Tool (M2), Financial Management System (FMIS), DMHRSi, etc.
Ensure accurate reconciliation of MEPRS expenses and Defense Finance and Accounting Service Obligations, biometrics and workload counts by work center, and implement immediate corrective actions for all records affecting the Command’s resources.
Provide guidance to management based on findings resulting from the performance of in-depth analytical studies and evaluation of programs.
Formulate recommendations to leadership to resolve substantive problems and ensure the Command is operating in a cost effective and efficient manner and instituting prudent financial decisions based on the data presented.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Personnel Security Investigation is required.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- Immunization screening is required. Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.

GS-09
Specialized Experience: One year of specialized experience which includes utilizing management practices to assist with performance improvement methods; drafting written correspondence or instructions related to administrative or programmatic operation of medical treatment facilities; and utilizing automated systems to manipulate data for analysis. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).?

Specialized Experience: One year of specialized experience which includes assisting in developing methods to measure and define staffing requirements or manpower standards for medical treatment facilities; assisting with verification of accuracy of workload and costing data; and developing guidance on collecting or coordinating financial and statistical data used by management of medical treatment facilities. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Specialized Experience: One year of specialized experience which includes analyzing methods used to measure and define staffing requirements to recommend process improvements; presenting reports of data trends related to programmatic or administrative operation to medical treatment facility management; facilitating training to personnel within the medical treatment facility on implemented programs or processes; and verifying accuracy of workload and costing data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
