NOTE:

Duties
Serves as an advisor to the supervisor concerning the implementation and management of tenure management and rights of way under the real estate services program in the Region.
Provides oversight to management of trust and restricted fee real property ensuring the protection, conservation, and prudent utilization of Indian lands.
Analyze request for use of Indian-owned trust assets to determine the compatibility of proposed uses with agency mission and owner needs and resolves any problems that may arise.
Performs on-site inspections for compliance; recommends corrective action or changes needed; tracks and evaluates compliance issues and corrective actions; and takes appropriate corrective action in response to violations.
Analyze the transaction, including the application, land description, appraisal, NEPA, TSR, and other clearances, to ensure compliance with statutory authority, laws, regulations, tribal ordinances, policies and procedures.
Consult beneficiaries, lessees, landowners and other interested parties about the contracting process, options and other needs and documentation.
Researches, analyzes and reviews complex or conflicting problems and issues; provides findings and recommendations on problems/issues; provides guidance and direction to staff members and owners on finding and recommendations.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions and/or BIA Excepted Standards, GS-1170).
GS-09: 1 year of specialized experience equivalent to the GS-7 grade level in the Federal service that included work involving providing oversight to management of trust and restricted property; prepares in draft realty transactions of moderate difficulty for review and approval; maintain and retrieve information from automated systems performing on-site inspections for compliance; recommending corrective action or changes needed; analyzing transactions including applications, land descriptions, appraisals, NEPA, TSR, and other clearances, to ensure compliance; consulting with beneficiaries, lessees, land owners and other interested parties about the contracting process, options, and other needs and documentation. EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree (36 semester hours, 54 quarter hours or equivalent); or LL.B. or J.D., if related to this position.
GS-11: 1 year of specialized experience equivalent to the GS-9 grade level in the Federal service that included work involving providing oversight to management of trust and restricted property; performing on-site inspections for compliance; recommending corrective action or changes needed; analyzing transactions including applications, land descriptions, appraisals, NEPA, TSR, and other clearances, to ensure compliance; consulting with beneficiaries, lessees, land owners and other interested parties about the contracting process, options, and other needs and documentation. OR
EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree (54 semester hours, 81 quarter hours or equivalent); or LL.M., if related to this position.
GS-12: 1 year of specialized experience equivalent to the GS-11 grade level in the Federal service that included work involving serving as an advisor concerning the implementation and management of tenure management and rights of way under a real estate services program; the oversight of trust and restricted property; protecting the highest degree of all aspects of contracting, leasing and compliance of trust resources, and maintaining the overall effectiveness of the trust services; responds to technical inquires and explains realty services and processes in the area of contracts management. Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
