This position is located with the Bureau of Indian Affairs, Great Plains Region, Great Plains Regional Office, Division of Real Estate Services in Aberdeen, South Dakota.

Duties
Serves as an advisor to the supervisor concerning the implementation and management of acquisition and disposal under the real estate services program in the Region.
Incumbent provides oversight for management of the acquisition and disposal program ensuring the protection, conservation, and prudent utilization of Indian lands.
Responsible to review complex or completed work to confirm, advise or determine accuracy of transactions, release of information, completeness of processes, etc.
Incumbent will implement a trust real estate services program to accomplish the timely and efficient processing of i.e., patents, removal of restrictions, disposals, acquisitions, etc.
Responsible for performing audits of real estate management practices, real estate transactions, and for legal instruments preparation to assure conformance with legal, statutory, regulatory, and policy requirements.
Monitor the collection of trust funds from realty transactions.
Consults with the Tribes/beneficiaries/lessees/other landowners and interested parties about the process options, documentation, and other needs that may be associated with conveyance activities.
Responsible to collaborate and coordinate conveyance transactions to ensure that the necessary clearances and procedures have been secured and completed (i.e., appraisals, NEPA, TSR, etc.,)

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions and/or BIA Excepted Standards, GS-1170)
GS-09: 1 year of specialized experience* equivalent to the GS-7 grade level in the Federal service that included work involving performing routine conveyances; analyzing the impact and relevance for the value of trust property; interpreting various types real property interests (life estates, homestead, vested interest, remainder and unknown remainder interest, etc.) to include the determination of trust, restricted and non-restricted interest and titles; managing, processing and ensuring the approval of land titles for all land transactions; plan and implement land transactions and projects for trust and restricted property, ensuring receipt of fair market values. OR
EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree (36 semester hours, 54 quarter hours or equivalent); or LL.B. or J.D., if related to this position.
GS-11: 1 year of specialized experience equivalent to the GS-9 grade level in the Federal service. Examples of specialized experience may include analyzing policies, regulations, state, tribal, federal laws in planning, developing and recommendations of acquiring property; performing work in acquiring property, providing guidance to interested parties on such matters as acquisition of property, land use constraints, in situations involving complicated factors such as unusual and diverse uses, clients with unusual, extensive or rapidly changes needs, a need to exercise eminent domain procedures; and overseeing disposal of property that might have involved numerous environmental concerns, limited to unstable market, unusual security problems, extensive damages of property which affect the sale, significant economic impact on real estate markets. EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree (54 semester hours, 81 quarter hours or equivalent); or LL.M., if related to this position.
GS-12: 1 year of specialized experience equivalent to the GS-11 grade level in the Federal service. Examples of specialized experience may include work involving providing oversight to management of acquisition and disposal, trust and restricted property; authorizing appropriate distribution of funds; performing on-site inspections for compliance; recommending corrective action or changes needed; analyzing transactions including applications, land descriptions, appraisals, NEPA, TSR, and other clearances, to ensure compliance; consulting with beneficiaries, lessees, land owners and other interested parties about the contracting process, options, and other needs and documentation; provides guidance to lower graded realty specialist, and real estate technicians in the areas of real estate services, and reviews their completed work; and advises them on accuracy of the transaction and completeness of work. These examples are not all inclusive (refer to the summary of duties for specialized experience).
*Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
