Duties
As an EQUAL EMPLOYMENT SPECIALIST at the GS-0260-12/13 some of your typical work assignments may include:
Serves as the Special Emphasis Program Manager (SEPM). The SEPM reviews DTRA policies, practices, and procedures in order to help eliminate discrimination against minorities, women and individuals with disabilities.
Analyzes information and data and provide recommendations to improve recruitment and retention.
Serves as the subject matter expert, advisor and fact finder in advocating for best practices to enhance the Agency Special Emphasis Program.
Assists and advises Employee Resource Groups with advice and assistance in planning annual Observances and conducting Data Analysis for their designated group.
Ensures DTRA remote sites are engaged and participating in Special Emphasis Programs.
Contributes to the development of and conducts training for supervisors, managers and employees.
Participates in community outreach efforts and with Human Resources for recruitment events.
Assists with managing the Affirmative Employment Program to include conducting barrier analysis and preparing the Management Directives (MD) 715 report.
Prepares the Disabled Veterans Affirmative Program Plan (DVAPP) and the Federal Equal Opportunity Recruitment Program (FEORP) Plan under the direction of the Director and in collaboration with the Human Resources Office.

Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Experience serving as an EEO Specialist responsible for providing advice and assistance to supervisors, managers and employees.
Experience advising Employee Resource Groups with the development and implementation of proactive programs and events designed to commemorate the contributions made by various minority groups, women and individuals with disabilities.
Experience preparing program publicity to ensure that all local and remote sites are participating in special emphasis programs and ensure information is communicated to managers, supervisors and employees.
Experience developing and conducting training for collateral duty on special program events.
Experience conducting barrier analysis and preparing the Management Directives (MD) 715 report, as well as various other reports, as part of the Affirmative Employment Program.
Experience developing surveys, gathering and analyzing data and provide management with recommendations to resolve issued identified in the surveys.

Experience assisting and supporting an EEO Specialist with providing advice and assistance to supervisors, managers and employees.
Experience assisting with Employee Resource Groups with the development and implementation of proactive programs and events designed to commemorate the contributions made by various minority groups, women and individuals with disabilities.
Experience assisting with providing input to program publicity to ensure that all local and remote sites are participating in special emphasis programs and ensure information is communicated to managers, supervisors and employees.
Experience assisting with providing input to training courses for collateral duty on special program events.
Experience assisting with providing input to barrier analysis and preparing the Management Directives (MD) 715 report, as well as various other reports, as part of the Affirmative Employment Program.
Experience with providing input to develop surveys, gathering and analyzing data and providing management with recommendations to resolve issued identified in the surveys.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
