About the Position: This position is located with the Directorate of Human Resources (DHR), Fort Campbell, KY. Fort Campbell lies on the Kentucky/Tennessee border between Hopkinsville, KY & Clarksville, TN about 45 miles NW of Nashville. Both visitors & residents enjoy the shops & eateries of downtown Hopkinsville & Clarksville. The cost of living is lower than the average for all major U.S. cities.

Duties
Directs, develops and administers plans and procedures to provide for continuing and aggressive financial planning and emergency assistance programs designed to meet the interests and needs of the military community.
Meets with program/activity supervisors and coordinates the implementation of plans to meet Army Community Services (ACS) Division goals and objectives.
Supervises plans and assigns work to be accomplished by subordinate staff based on priorities, difficulty of assignments, capabilities of employees, and work schedules.
Establishes and maintains internal controls to ensure that personnel and funds are used in accordance with governing regulations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Obtain and maintain a nationally recognized financial counselor certification IAW Service implementation guidelines (DoDI 1342.22,3.d(6)(b). Certification must be the Accredited Financial Counselor (AFC) or Certified Financial Planner (CFP).
- The duties and responsibilities of the job require the incumbent to exercise judgment in making or recommending Government decisions or actions which have an economic impact on the interest of nonfederal enterprises.
- Incumbent must file a statement of employment and financial interest as required therein.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually thereafter.
- This position is designated as moderate risk involving Public Trust. Appointment to this position is subject to a background investigation including a credit check to determine suitability for Federal employment and/or the position.

Specialized Experience: One year of specialized experience which includes: 1) Leading the execution of a financial program; 2) Performing managerial functions including staff planning, direction, and evaluation, and 3) Plan, organize and analyze the effectiveness of programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
