Duties
As an EQUAL EMPLOYMENT MANAGER at the GS-0260-14 some of your typical work assignments may include:
Ensures policies, programs and guidance are provided to the workforce to ensure a world class Diversity and Inclusion Program.
Ensures the Program is aligned with the Federal government Diversity, Equity, Inclusion and Accessibility (DEIA) program and strategies.
Develops and implements strategies to fully integrate and sustain Diversity and Inclusion into DTRA's culture, mission, and way of doing business.
Designs, implements, and evaluates a global Diversity and Inclusion Program scorecard to monitor trends and conduct analysis for program effectiveness.
Responsible for communicating and coordinating programs and initiatives with the Diversity and Inclusion Council and Employee Resource Groups.
Partners with the Human Resources Directorate to ensure diversity in hiring and policies/procedures are executed fairly and equitably for all employees.
Ensures all Diversity contracts meet the commitment of the contract and properly manage funds and Program budget.
Ensures Agency Diversity and Inclusion training and briefings are conducted based on fostering cultural awareness.
Ensures assistance with annual Observances and assist with preparing the annual Federal Equal Opportunity Recruitment Program (FEORP) report.
Recommends to the Director, goals, objectives, and strategies to resolve systemic problems in recruiting, hiring and promoting targeted groups.
Research's and develops Diversity and Inclusion goals and objectives to resolve systematic issues.
Represents DTRA on boards, task groups, and teams reviewing and implementing DoD-wide, and Federal Diversity and Inclusion initiatives.
Serves as the subject matter expert and the ability to lead groups in creating and managing appropriate metrics and measures, analyze, and report progress pertaining to organization development activities and diversity initiatives.

Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Experience serving as an EEO Manager, responsible for providing Diversity, Equity, and Inclusion advice and guidance to supervisors, managers and employees.
Experience with the development and integration of the agency's global Diversity and Inclusion (D&I) strategy for hiring and developing diverse talent, fostering an inclusive work environment, and ensuring management accountability.
Experience overseeing a Diversity and Inclusion Council and Employee Resource Groups (ERGs). Strategically organizing the D&I Strategic Plan efforts and managing the implementation process.
Experience reviewing policies and practices for D&I are assessed, updated and recognized as one of the best within the Department of Defense.
Experience monitoring Diversity demographics and creates hiring initiatives to support identified barriers.
Experience creating training and workshops to educate the workforce on issues that impact women, minorities and individuals with disabilities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
