Duties
This position is located in the Office of Information Technology, End User Services Division, Provisioning Branch. As the IT Project Manager (PM) of Commercial Off The Shelf (COTS) software asset management, the incumbent is responsible for assisting in the COTS software procurement, COTS software vendor management, COTS software use and governance policies and procedures, COTS software cyber security compliance, and COTS software lifecycle management in support of the TSA infrastructure and end users. The IT Project Manager is responsible for:
Applying knowledge of cyber threats and vulnerabilities to minimize risks to COTS software.
Analyzing the latest cyber security initiatives and current and future COTS software requirements are meeting the cyber security objectives. Recommend the strategies to mitigate subsequent security risks.
Applying cybersecurity best practices and methods, establishing data protection and recovery processes in the areas of TSA COTS software assets.
Performing routine and non-routine COTS software needs analysis to determine opportunities for new and improved business process solutions, and ensuring COTS software license management and subsequent acquisition efforts address cyber security requirements consistent with the organization goals.
Supporting ongoing COTS software license optimization and managing risks to license compliance effort by planning and carrying out difficult to moderately complex assignments, and developing or assisting in the modernization of COTS software asset manage methods, approaches, and procedures.
Representing EUSD division at intra agency meetings, Department of Homeland Security (DHS), and interagency technical working grouping sessions, and at vendor meetings.
Developing project plans and associated tasks, identifying resource requirements, analyzing requirements, and reporting on progress, and ensuring stakeholder involvement throughout the project. Work is reviewed periodically, typically at major milestones and at completion, for technical compliance and alignment with the requirements of the project or other work activity.
Interpreting broad policies or objectives relating to COTS software asset management and performing trend analysis. Drafting, editing, and reviewing COTS software management policies and procedures, and ensuring the approaches are consistent with overall TSA operating requirements, cyber security mandates, and strategic objectives.
Serving as COTS software licensing Subject Matter Expert (SME), provide guidance to Program Offices in an effort to ensure COTS software solutions are compliant with Terms and Conditions and TSA COTS software use policy, and are cost effective and responds to operational need.
Providing support to Contracting Officer's Representative (COR) in the areas of COTS software acquisition, and monitoring and reporting IT project activities related to COTS software refreshes, renewal, warranties, and license compliance.
Performing other duties as assigned in support of COTS software asset management.
Qualifications
To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Advising on project and program management principles, methods and practices to plan and carry forward major IT operations acquisition programs (e.g., establishing priorities, developing plans and schedules, resource requirements, defining milestones and deliverables, evaluating and reporting on accomplishments, provisioning equipment, etc.), and
Advising and leading the development of enterprise software asset management (SAM) or IT SOP, policies, or procedures by documenting cradle to grave processes that included procurement, vendor management, and customer engagement.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
