As a Management and Program Analyst, you will be part of either the Office of the Chief Financial Officer or the Employee Service Office. If selected, you will be responsible for providing program analysis and coordination support for management and administrative functions and operations.
Duties
Performs research and analysis in support of operational projects including special projects and carries out projects to provide management-related services on a variety of issues.
Qualifications
For the GS-11 grade level: You must have at least one full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the Federal Government GS-09 grade level or pay band that demonstrates experience in the following: working with customers to perform administrative tasks or services related to one or more of the following management programs: human resources, budget, procurement/acquisition, and or travel management; and performing quantitative or qualitative analysis to respond to request for information, and analyzing current processes and workflows and presenting findings to improve business operations; researching and interpreting policy, regulations or laws to ensure protocols and guidance is followed; writing standard operating procedure or process documents; or serving as an administrator for a wide range of applications and processes that support management operations. Substitution of education for experience for the GS-11 grade level: successfully completed a Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree or LL.M. if related. Such education must demonstrate the competencies necessary to do the work of this position. OR Combination of graduate education and specialized experience, as described above. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, over 36 semester hours, and divide by 18 semester hours or equivalent. Then, take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. NOTE: You must submit copies of your transcripts.
For the GS-09 grade level: You must have at least one full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the Federal Government GS-07 grade level or pay band that demonstrates experience in the following: working with customers to perform administrative tasks or services related to one or more of the following management programs: human resources, budget, procurement/acquisition, and or travel management; and using quantitative tools to gather data and prepare reports for analysis or serving as an administrator for an application or process that supports management operations. Note: Your resume must fully and clearly support this experience.
Substitution of education for experience for the GS-09 grade level: successfully completed a master's or equivalent graduate degree or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related. Merit promotion applicants must meet time-in-grade requirements as defined in 5 CFR 300, Subpart F.
One year at the GS-7 level for the GS-9 is required to meet the time-in-grade requirements.
One year at the GS-9 for the GS-11 is required to meet the time-in-grade requirements.
