This position is located in the Defense Manpower Data Center (DMDC)/Customer Relationship Management (CRM) Division. The incumbent for this position will serve as DMDC's expert in identity and works interactively as a key member of the Departments Identity triad (DISA, DMDC, DD-CIO) and a key technical consultant reporting to the Identity Protection and Management Senior Coordinating Group setting joint strategy for the ICAM portfolio as directed by DoDI 1000.25.

Duties

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," Direct-Hire Authority Direct Hire Auth 5 U.S.C. § 9905, 06/23/2023 As a SUPERVISORY IT PROGRAM MANAGER (INFOSEC/SYSADMIN) at the GS-2210-15 some of your typical work assignments may include: Serves as the Identity Credential Management Division Director and advises the Customer Relationship Management (CRM) Director and DMDC Chief Technology Officer (CTO) on strategic plans and operations of assigned programs and services, particularly programs that are in development, initial operating Capacity (IOC) or pre-full deployment decision milestone. Represents DMDC to the DoD Chief Information Officer representatives and other external stakeholders (e.g. Veterans Administration) ensuring that policy and technical directions are consistent, current, viable, and responsive to requirements of Senior Leadership in the Identity Credential Management Domain. Manages the overall Identity Credential Access Management (ICAM) Portfolio, including oversight of data management and support services that go along with the related information systems Directs, prioritizes and defends ICAM budget needs for assigned programs, ensuring division adheres to published business processes and timelines for IT governance, 1-N, Budget Estimate Submission/President's Budget (BES/PB), Management Decision Packages (MDEPs), Program Objective Memorandum (POM), Unfunded Requirements (UFRs) tasks. Oversees ICAM Program Roadmaps to ensure alignment with DHRA strategy (including cloud, modernization, cyber, zero trust and data), fiscal constraints, customer requirements and policies/legislation changes. Monitors programs' execution for quality, effectiveness, and consistency, making adjustments as required to meet mission objectives, reporting on cost, schedule, performance, and risks, escalating when required. Coaches Program Managers on leading Integrated Product Teams

Qualifications

You may qualify at the GS-15 , if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-14 grade level in the Federal service as listed below 1. Overseeing Identity Management products/services for high visibility stakeholders including credentialing, Access cards, encryption, cloud, modernization, cyber, zero trust and data 2. Establishing joint strategy and operations oversight for an Identity and Credentialing Management (ICAM) portfolio 3. Provides strategic leadership on emerging customer/stakeholder requirements to enable Federal Identity and Credentialing Management (ICAM) solutions 4. Applies program oversight of Planning, Programming, Budgeting, and Execution, requirements analysis, risk management, acquisition strategy, and cost benefit analysis for Identity and Credentialing Management (ICAM) acquisition portfolio. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
