This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will be the subject matter expert (SME) with full responsibility for the Joint Staff J7 Foreign Disclosure Program and Foreign Disclosure Officer (FDO) duties and responsibilities.
Duties
As a FOREIGN DISCLOSURE OFFICER at the GS-0301-13 some of your typical work assignments may include:
Protect against inadvertent or otherwise improper disclosure/release of U.S. Classified Military Information (CMI) to foreign nationals assigned to or working with the JS J7, JS J2, and JS FDO.
Implement National Disclosure Policy through controlled procedures to allow appropriate sharing of U.S. CMI to approved Foreign National mission partners.
Execute multiple complex staffing actions, conducting precise coordination activities in support of official command relationships with foreign nation representatives.
Work closely with the JS FDO to maintain currency on National Disclosure Policy issues and revisions, Joint Staff Policy, and senior official correspondence pertaining to nuances of sharing sensitive information with U.S. foreign national mission partners.
Train, certify, supervise, and monitor Foreign Disclosure Representatives (FDRs) throughout the JS J7.

Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Advising on Department of Defense (DOD), National Disclosure Policy-1 (NDP-1), and Joint Staff (JS) policies, regulations, and procedures that govern the JS Foreign Disclosure (FD) program;
Assessing a wide range of multi-discipline intelligence and security concepts and procedures to resolve complex problems related to disclosing sensitive information and its effects; Verifies analytical techniques to interpret regulations based on conflicting or incomplete guidance;
Verifying analytical techniques to interpret regulations based on conflicting or incomplete guidance;
Organizing FD exercise/event planning and training to provide authoritative guidance to exercise and event planners during the entire Joint Exercise Life Cycle (JELC) process;
Translating various communication techniques, verbally and in writing, to present, defend, and justify findings, ideas, concepts, methods, analyses, evaluations, and recommendations to senior leaders.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Substitution of education may not be used in lieu of specialized experience for this grade level.
