Duties
The primary purpose of this position is: To serve as a command headquarters level program analyst, applying logistics experience to analyze, develop, and evaluate issues, develop, and coordinate recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program. Additionally, this position ensures operational capability and strategic depth in accordance with the National Defense Strategy via DoDI 1235.12, Accessing the Reserve Components (RC).
Validates, allocates, resources, and manages all functions within Manpower MPA Man-Day Management System (M4S) Military Personnel Appropriation (MPA) Days request for all ANG GFM activities for 90 ANG Wings.
Represents NGB A3/10XW to Air Force and DoD agencies and leadership, other Federal Government entities, and industry organizations.
Actively participates in AEF planning to improve organizational direction and focus using adaptive planning processes.
Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assignments.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of assigned administrative and technical programs; knowledge of organization, programs, missions, and functions of the parent military command along with proficiency in the functionality of Joint Operational Planning and Execution System (JOPES) and Deliberate and Crisis Action Planning and Execution Segments (DCAPES) as well as the Chairman, Joint Chiefs of Staff (CJCS) instructions that support these systems and understanding of how each of these systems contributes to both the development and sourcing of Timed Phase Force Deployment Data (TPFDD); and knowledge of Global Force Management process to include Combatant Commander Operation Plan (OPLAN) sourcing to include adaptive planning and the JOPES processes as they apply to operations planning and execution.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Ability to regularly communicate and coordinate deployment requirements/information with MAJCOM AEF Cells, AFPC/DPW (former AEF Center), NGB FAMs, ANG wings and Adaptive/Deliberate Planning communities; to include attending, organizing and presenting at conferences.
Ability to ensure the continued reliability, accuracy, efficiency and overall quality control of all database tools used to respond quickly to all Air Expeditionary Force (AEF) tasking's.
Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
