The primary purpose of this position is: This position serves as the Lead Program Technical Advisor (427 RSIT/TA) to the 427th Reconnaissance Squadron Commander (427 RS/CC). Serving as a senior InformationTechnology (IT) specialist and consultant to 427 RS leadership in support of the operation and sustainment of mission efforts.
Duties
Performs studies and establishes plans of action for improving the efficiency of information technology applications.
Assesses policy needs and develops policy and procedures governing IT activities.
Functions as a senior technical advisor on contract and budget activities.
Represents the organization at conferences and meetings and presents briefings

- The employee may be required to travel on military and commercial aircraft.
- Recall to duty may be a requirement of this position.
- Overtime and/or emergency overtime may be required.
- This position has been designated as a Testing Designated Position (TDP) under the Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- The employee is required to obtain and maintain a Top Secret clearance with access to SCI and SAPs.
- This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the
accomplishment of wartime/contingency operations.
- This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue
uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
- No PCS cost is authorized.
Qualifications

Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-11 (or equivalent in other pay systems) which includes experience in a wide range of IT principles, concepts, methods, advancements, policies, design, development, testing and applications, both hardware and software sufficient to assess the organization's IT business requirements and convince management toward a specific course of action; Experience in organization's policy and planning formulation process along with its missions, goals, and objectives to prepare IT polices and plans; experience with organizational acquisition requirements, budgetary techniques, and financial status sufficient to identify needs and recommend adjustment of IT funding priorities.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of IT principles, concepts, and methods.
Knowledge of the organization's policy and planning formulation process along with its missions and objectives to prepare IT polices and plans.
Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements.
Knowledge of system architecture, interrelationships, operating modes, configuration, topology, integration techniques, and testing methods.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
