The primary purpose of this position is to serve as senior information technology (IT) specialist and consultant to management in support of installation IT policy and plans.
Duties
Performs studies and establishes plans of action for improving the efficiency of information technology applications.
Assesses policy needs and develops policy and procedures governing IT activities.
Functions as a senior technical advisor on contract and budget activities.
Represents the organization at conferences and meeting and presents briefings.

- Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.
- The incumbent of this position must achieve the appropriate IA certification within 6 months of assignment of these duties. A waiver of this 6-month requirement may per granted. Failure to receive the proper IA certification may result in removal.
- Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information,
- or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position
- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a
national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office,
- to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the
Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,").
Qualifications
In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A). Click here for the occupational requirements of this position.
SPECIALIZED EXPERIENCE: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples specialized experience includes application of a wide range of IT principles, concepts, methods, advancements, policies, design, development, testing and applications, both hardware and software. Knowledge of the organization's policy and planning formulation process along with its missions, goals, and objectives to prepare IT polices and plans. Applying knowledge of organizational acquisition requirements, budgetary techniques, and financial status sufficient to identify needs and recommend adjustment of IT funding priorities.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of IT principles, concepts, and methods.
2. Knowledge of the organization's policy and planning formulation process along with its missions and objectives to prepare IT policies and plans.
3. Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements.
4. Knowledge of system architecture, integration techniques, and testing methods.
5. Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgements.
6. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
