About the Position:
This position serves as the Director of MWR Resale Policy and is assigned to the Deputy Assistant Secretary of Defense for Military Community and Family Policy (DASD (MC&FP), Assistant Secretary of Defense for Manpower and Reserve Affairs (M&RA), Office of the Under Secretary of Defense, Personnel and Readiness (USD (P&R)).
Duties
Influence representatives of diverse organizations to reach consensus on significant matters impacting service members and their families.
Provide leadership for DoD, developing and implementing a far-reaching plan of action to ensure the survivability of the DoD Morale, Welfare and Recreation (MWR) and resale systems.
Manage the interrelationships between Nonappropriated Fund (NAF), exchange, and/or commissary projects to ensure equitability between the services.
Evaluate long-range plans for resolution of complex policy questions for Morale, Welfare and Recreation (MWR) programs, resale activities, lodging, and/or Nonappropriated Fund (NAF) programs.
Employ social marketing of major initiatives to promote awareness and enthusiasm for new programs.
Develop programmatic and fiscal protocols for evaluating all existing nonappropriated fund instrumentalities, commissary, and exchange programs through comprehensive financial, budget, and execution reviews.
Assign work to subordinates based on priorities, consideration of the difficulty and requirements of assignments, and/or the capabilities of employees.
Requirements

Specialized Experience for GS 14: One year of specialized experience which includes evaluating the delivery of programs, services, and/or facilities related to military commissaries, exchanges, lodging and/or Morale, Welfare and Recreation (MWR); developing policies for quality of life military community and family support programs; developing fiscal strategies to enhance MWR, resale activities, and/or non appropriated funds (NAF) programs; collaborating with various stakeholders to develop strategic plans; and performing supervisory responsibilities, such as; assigning work, evaluating work performance, interviewing candidates for positions and identifying training needs of employees. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
