You will serve as a Program Analyst in the PROGRAM EXECUTIVE OFFICE SHIPS of PROGRAM EXECUTIVE OFFICE SHIPS.

Duties

You will use Enterprise Resource Planning (ERP), Program Budget Information System (PBIS), and other financial management systems to support document processing and budget formulation/execution for all appropriations. You will generate contractual funding documents and procurement requests across a range of contracts. You will provide analysis, verification and justification of budget or acquisition data, ensuring data traceability and consistency with program budget and acquisition history. You will formulate budget or execution status data for assigned appropriations/hulls in response to data calls and other requests for information. You will assess task planning development in support of the annual business plan for assigned programs and funding types. You will formulate yearly program budget requirements to identify contract/procurement and other project costs within an overall program financial requirements plan. You will review program reports for financial status, identifies trends for program financial health and problem areas in cash flow.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band NH-02 (GS-11 equivalent) in the federal service or equivalent experience in the private or public sector performing analytical studies and evaluating financial, contractual, and/or acquisition program operations to identify, assess, and recommend improvements for program practices, policies, and procedures.
