Duties
Functions as an Investment Analyst responsible for performing overall diligence, evaluation, structuring, negotiation, and execution of grant and loan activities within the CHIPS Program Office's Investment Division. Works independently on strategic initiatives, tracking the overall success of the program, providing insight into company financials and financial markets, utilizing data analytics and visualization, and collaborating with the Chief Economist's team to drive semiconductor market specific insights and analyses. Works closely with Division leadership, CHIPS Strategy Division, and core deal teams to support merit review and due diligence, track overall program success, and drive specific insights into overall market trends to inform decision making. Specific duties include:
- Underwrite and execute due diligence process for applicants
- Interact at a strategic level with broad groups of internal, inter-agency, and external contractors and stakeholders
- Track/synthesize capital market trends/data and company level financial info
- Work with industry experts on ad hoc market/company analyses
- Work with deal teams/leadership to tie trends to data/analytical needs
- Analyze simple and complex datasets to drive insights and surface issues
- Clean, parse, and structure major financial structured/unstructured datasets and databases
- Collect, manage, and analyze performance data and develop/maintain systems
- Conduct data discovery
- Develop data visualizations
Requirements
- U.S. citizenship

- Completion of Confidential Financial Disclosure, Form OGE-450

Qualifications
Applicants must have one year of specialized experience equivalent to at least the GS-11 level (ZA-II at NIST) in the federal service. Specialized experience is defined as experience analyzing complex financial datasets / databases (as well as unstructured data); driving market research and intelligence; expertly working with R / STATA / Python or other statistical coding languages; managing complicated analyses and research; and expertly using Excel, PowerPoint, and Access, and data visualization tools (e.g., PowerBI / Tableau).
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
