As a Program Specialist supporting the Launch Services Program, you will be responsible for working programmatic issues such as budgets, facility work orders, as well as providing advice and assistance to managers regarding administrative personnel actions in support of the Program.
Duties
Serves as the Launch Services Program (LSP) Program Specialist responsible for providing advice and guidance to all levels of management and employees in LSP.
Identifies programmatic and administrative needs such as training and development, budgeting, hiring or recommending resolutions for problems that may arise in the LSP.
Ensures the Program Manager and subordinates are informed on Center Policy concerning program and administrative matters. Interprets and implements NASA policy as it pertains to LSP personnel.
Tracks promotions, creates personnel actions, and provides advice to Launch Services Program (LSP) managers. Performs human resources management liaison and advisory services for LSP.
Serves as the Directorate Facility Utilization Manager (DFUM.); initiates support requests for facility work in LSP areas, assigns office space, and opens work requests for moves of employees or modifications of office space.
Advises management as the LSP coordinator on student intern programs (Human Resources Office Pathways and Education Office OSTEM) and works logistical requirements of new and returning interns.
Serves as the LSP accelerated training program (ATP) coordinator for newly hired employees designated as ATP participants.

Requirements
- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.
- This is a bargaining unit position – American Federation of Government Employees – Local 513.
Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify at the GS-13 level, you must have one year of directly related specialized experience equivalent to the GS-12 level:
Analyzing and evaluating methods or techniques that address the efficiency and effectiveness of a program and its administrative processes;
Supporting the Launch Services or similar program to track promotions and/or other personnel actions, while providing administrative guidance to managers;
Interpreting and applying human resources laws, policies, and procedures, and assisting management in identifying solutions or other appropriate action to personnel issues.
