The Director, Center Engagement and Business Integration Services, is responsible for leading the Kennedy Space Center (KSC) internal communication and engagement efforts for target audiences including the public, NASA employees, and other stakeholders. Additionally, oversees the Center's business management responsibilities including internal control assessments, analysis, certifications, and KSC Exchange Operations.

Duties

This position reports to the Kennedy Space Center (KSC) Director. The Director, Center Engagement and Business Integration Services: Oversees and manages the concessionaire agreement for the KSC Visitor Complex; and oversees the KSC Exchange Operations and provides Center leadership for assigned Agency, Center, community, Federal employee support and relations programs. Leads team responsible for delivering employee welfare, morale, and recreational services through several business units. Oversees the KSC Business Integration Services function which executes several integrated business management responsibilities for the Center. Ensures efficient business operations and accountability by performing internal control assessments, analysis, and certifications for the Agency Annual Statement of Assurance, integrating business system elements to meet requirements of ISO 90001. Oversees the interface to the Center Director and Deputy Center Director for issuance of KSC management directives, organizational business objectives and agreements, center level processes/procedures and official delegations of authority and the release of official charters for councils, boards and working groups. Ensures implementation of the Internal Audit Program for the Center's management systems and oversees the Center Audit Liaison to the Government Accountability Office and the NASA Office of Inspector General. Ensures KSC representation in various agency organizations, such as the Agency Management System Working Group, the Agency Internal Controls Working Group, the Agency Audit Liaison Representatives Network, and the Agency Directives Managers. Interacts with the Center Director and center Executive Management Team (EMT) in developing workforce messaging associated with key areas of interest effecting operations. Implements, integrates, and administers Center policies, programs, and activities in coordination with NASA's Offices of Communications and the Office of Science, Technology, Engineering, and Math. Oversees centralized strategic communication, ensuring Center information is appropriately distributed to employees, partners, and the public. Oversees the official Center spokespersons routinely engaged in live television commentary and crisis communications and exercises technical oversight of the management of high-end audiovisual equipment for an active newsroom and live television auditorium to ensure both internal and external communication is accomplished. Responsible for capturing and amplifying the NASA and evolving KSC multiuser spaceport story through innovative communications campaigns, engaging in public activities, and direct relationships with academic institutions, community organizations, government representatives, and industry partnerships. Fosters and continually drives a culture of engagement, diversity, inclusiveness, excellence, and innovation within and outside of the organization and NASA. Requirements

  • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of pre-employment and random drug testing may be required.
  • Must meet qualifications requirements by the closing date of this announcement.

Qualifications

You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent. To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately. If you fail to do so, your application will be rated ineligible. We recommend you provide two (2) examples of relevant experience for each ECQ. Responses to ALL ECQs must not exceed ten (10) pages; MTQ responses must not exceed one (1) page per MTQ. Please include your full name on all documents submitted. MANDATORY TECHNICAL QUALIFICATIONS: MTQ 1- Demonstrated experience in communication management to include planning, managing and executing large scale communication and outreach events (internal and/or external to an agency) in partnership with other organizations, including, but not limited to academic institutions, community organizations, government representatives, and/or industry partnerships. MTQ 2- Demonstrated experience leading and managing federal agency business management functions, including audits, directives, updating and maintaining organizational business objectives and agreements, and/or processes and procedures for large organizations.
