Serve as the Center Export Administrator (CEA), KSC's resident expert on all matters related to export control and international technology transfer, Export Administration Regulations (EAR) and International Traffic in Arms Regulations (ITAR).
Duties
Manage Center implementation of federal export control regulations, Agency Export Control Policy, and the Center’s Export Control Procedures and maintain an annual Center training plan for Center personnel.
Manage the Export Control SharePoint site for the submittal of document reviews for export control classifications and other approvals and the issuance of export authorizations.
Support and participate in regular Agency and inter-Center export control meetings to ensure Agency Program export control activities are properly planned, coordinated, and implemented.
Ensure the completion and maintenance (recordkeeping) of necessary licensing and/or license exemption or exception documents regarding specific transfers, pursuant to Center programs which involve exports or transfers subject to the EAR or ITAR.
Serve as the Center export control POC for General Accountability Office (GAO) and Inspector General (IG) audits for export control matters. Ensure closeout on recommendations from the annual NASA Export Control Program audit, GAO, and IG audits.
Support the Center review process for approving foreign visitors and hires, providing advice to Center International Visit Coordinator and sponsors. Aid in the development of appropriate Access Control Plans/Technology Transfer Control Plans.
Determine appropriate export controls for disseminating scientific and technical information, support the NASA Scientific and Technical Document Availability Authorization process, assists in procurement-related matters involving export control.
Assist the Center CIO in effecting NASA and local policy on placing information on NASA Web sites and the implementation of Controlled Unclassified Information policy.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level
implementing federal export control regulations;
collaborating on the development of new NASA or Center Export control policies/procedures;
determining the appropriate export controls for publishing and disseminating scientific and technical information; and
participating in the Center review process for approving foreign person visitors and hires.
