This position is located in the Acquisitions Fiscal, Overseas and Support Division, Acquisitions and Bibliographic Access Directorate, Discovery and Preservation Services. The position description number for this position is 447980. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position may work a flextime, compflex or maxiflex work schedule. This is a non-supervisory, bargaining unit position.

Duties

Maintains payment to ensure proper liquidation of obligated funds. Works closely with the overseas offices and the Library of Congress Disbursing office to process CAP payment deposits, refunds and posting in the various disparate systems.  Provides guidance, instructions and training to lower-graded and/or administrative staff throughout AFOS on financial management related matters.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Ability to perform financial management work using computer systems and software applications.** Ability to monitor and analyze financial data for financial activities.** Ability to apply analytical and evaluative methods and techniques to issues concerning the efficiency and effectiveness of program activities and operations.** Knowledge of the federal budget process and financial management practices and procedures. Ability to communicate in writing. Ability to communicate effectively other than in writing.
