This position is in the Bureau of Administration, Office of Logistics Management, Office of Program Management and Policy, Critical Environment Risk Management Division (A/LM/PMP/CERM). The incumbent serves as an analyst supporting the risk management team on a host of issues relating to contingency acquisition programs in response to the requirements of Section 846 of the National Defense Authorization Act FY 2013 and Volume 14 Foreign Affairs Manual subchapter 240 (14 FAM 240).
Duties
Conducts comprehensive risk assessments and develops risk mitigation plans for operational risks associated with contractor performance in overseas contingencies and critical environments.
Develops strategies to manage risk associated with providing contracted services to contingency and critical environment areas.
Assists with the development of policies and procedures for mobilization /demobilization of Department resources to or from contingency and critical environment areas.
Integrates data and findings submitted by subject matter experts into comprehensive reports and courses of action; briefs officials on courses of action and strategies to implement plans.
Develops program evaluations to identify changing requirements, priorities, and ensures changes to existing products are cleared and coordinated inside the Department.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience implementing risk methodologies, assessing risk, and developing risk mitigations.
Experience conducting open-source research and evaluating threats/security conditions related to terrorism, crime, and political violence in conflict zones.
Experience developing written materials (such as reports, memos, white papers, special analyses, proposals) and presentations, effectively communicating information, and making recommendations and improvements concerning complex programs and functions to internal and external audiences including senior-level executives and management.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
Ability to adjust to change, work pressures, or difficult situations without undue stress.
Willingness to consider new ideas or divergent points of view.
Capacity to "see the job through."
There is no substitute of education for specialized experience for the GS-14 position.
