Duties

You will develop annual spend plans to support NAVWAR Logistics and Fleet Support programs and will develop the Department's POM submission to OPNAV in accordance with the Planning, Programming, Budget, Execution process. You will represent NAVWAR 4.0 in matters of business operations, facilities, human resources, manpower, and workforce training and development at strategic discussions and forums. You will provide guidance and leadership in effective methods to task work, resolve complex problems, answer questions, correct major deficiencies, evaluate support to management and assure that the Director's objectives are being met. You will provide strategic management alignment of the civilian/military workforce based on organizational goals and budgetary limitations. You will provide policy, oversight and guidance to continually monitor processes and internal/external customer relationships that need improvement. You will provide expert advice to upper management on strategy and goals for short and long term plans/strategies.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • Generally, current Federal employees applying to APS jobs must serve at least one year at the next lower grade level. All qualifications and pay band requirements must be met by the closing date of this announcement and documented in your resume.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the DP-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Demonstrates the ability to develop plans, perform a wide variety of administrative management activities, analyzing and making recommendations to management, and providing expert management information, advice, and assistance on programs and/or projects.
