You will serve as an IT SPECIALIST (APPLICATIONS SOFTWARE/DATA MANAGEMENT) in the IT Management Department (Code 15A), under IT Directorate of NCIS.
All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status.
Duties
You will design, develop, and maintain IT systems for NCIS systems operating on a variety of computing platforms in both standalone and networked environments.
You will serve as an expert for analysis, design, and implementation of software and database applications; tasks include choice of programming languages, system and software design, hardware and network systems architecture, etc.
You will plan and coordinate the development of data structures and access strategies in alignment with NCIS mission requirements.
You will develop user instructions and coordinate the evaluation and selection of data management tools for NCIS users.
You will conduct analysis of complex systems to create design and screen layouts, reports, tables, and queries; determine anticipated growth, size of records, access methods and interface and test plans.
You will design, code, test, and document software and database applications and integrate legacy software, systems and data into new systems.
You will develop schedules and cost estimates for software and database systems.
You will evaluate system performance by monitoring and measuring performance of system; hardware, software, and network systems and subsystems operating system efficiency, applications system efficiency.
You will prepare documentation to support system operations.

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 621-Software Developer.
- This position is covered by the Dept of Defense Information Assurance (IA) Workforce Improvement Program (DoD 8570.01-M) and you must be able to obtain IA Technology-Level II certification within 6 months of appointment and maintain as required.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with software engineering and using high level programming languages such as Perl, JAVA, XML, and Dynamic HTML;
Experience working with Oracle DBA development and management tools, etc for design and creation of software and database systems such as ERWin and TOAD for Oracle DBA;
Experience using modern, complex IT systems, principles and practices to effect integration among various technologies (such as data communications, software engineering, knowledge management, databases, etc) and IT systems;
Experience with systems security to analyze and develop strategies for ensuring integrity of applications and databases; and
Experience modifying existing software systems.
