About the Position: This position is located with the Clinical Investigations Department at Naval Medical Center, San Diego in California.

Duties
Documents each step of the approval process from original submission to final authorization of research projects.
Provide advice and instruction concerning protocol format, legal requirements, acquisition, and use of investigational drugs/devices, elements of informed consent, budget requests, curriculum vitae, protocol approval and review process.
Manage the research database and the electronic protocol submission systems.
Initiate, compose, and coordinate the renewal and/or amendment of research documentation such as Cooperative Research and Development Agreements (CRADA), Interservice Support Agreements (ISA), Memoranda of Agreement (MOA), etc.
Help investigators prepare, edit, submit, revise, and present authored works for publication in the peer-reviewed medical literature and/or public presentations.
Perform internal management support services in the areas of correspondence, site visits/annual inspections, annual status reports, and the coordination of annual academic research competitions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Personnel Security Investigation is required.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- Immunization screening is required. Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.

In order to qualify, you must meet the qualification requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes coordinating all steps of the process for designing and implementing clinical research projects; preparing clinical research documentation such as cooperative research and development agreements (CRADA), enter service support agreements (ISA), memorandum of agreement (MOA), memorandum of understanding (MOU), project assurances (Single, Cooperative, and Multiple), and industry nondisclosure agreements; and assisting with administrative support services such as preparing reports, planning site visits, correspondence, and coordination of annual academic research competitions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
