About the Position: Program Executive Office Simulation, Training and Instrumentation's (PEO STRI) diverse and highly qualified workforce of more than 1,000 military, civilian and contracted personnel work closely with its industry, academia, other military services.
This position is covered by pay lanes and is in Pay Lane NH-04/PL1(S) (GS-14 Step 1 thru GS-15 Step 7). The Pay Lane salary range for NH-04/PL1(S) is $116,393 to $164,288. This includes locality at the rate of 16.50%.
Duties
Serves as Supervisory Product Lead for assigned Acquisition system and/or related acquisition program.
Balances cost, schedule, and performance to assure best value for the Army.
Manages a government team consisting of assigned civilian and military personnel, matrix and support civilian and military personnel, and the efforts of supporting contractor teams.
Maintains continuous liaison and monitors collaborative planning with pertinent military users, DA staff and other agencies to render advice and counsel on assigned management activities.
Visits industrial facilities, other government agencies and high headquarters to assure adequate program accomplishment.
Oversees POM planning, cost estimating, program planning, programming, budgeting, program integration, interoperability and oversight.
Directs the development of life cycle documentation for assigned projects and funds.
Defends systems decision papers or other decision documents at each milestone or IPR in the life cycle of the project.
Serves as advisor to officials with broader and higher responsibilities on status of project, progress made, projected future plans, and problems.
Conducts briefings at all echelons of the OSD, HQDA, and if required, Congress.
Plans work to be accomplished by subordinates, setting priorities and scheduling completion, assigns work to subordinates based on priorities, evaluates work, gives advice, counsel and/or instruction to subordinates.
Identifies training needs for subordinates and find ways to improve production and promote team building.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a Critical Acquisition Position (CAP). The Army Acquisition Executive (AAE) has identified this position to be an Army Acquisition Corps (AAC) critical position.
- This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
- ACQ Back to Basics: Practitioner (formerly Level II): This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Program Management-A) certification within 60 months as of entrance on duty.
- Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest. This position requires pre-employment financial disclosure and annually thereafter.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- Selectee must obtain the highest Acquisition Career Category Level of certification in the assigned Career Category/Functional Area. The exception is Program Management, which requires Practitioner or higher Career Level certification.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 50% of the time.

Specialized Experience:
In order to qualify for this position, an applicant's resume must have at least one year of specialized experience equivalent to the NH-03 (GS-13 equivalent) grade level in the Federal service which includes: (1) Managing system design, development, acquisition planning and programming; (2) Executing all aspects of the acquisition process (such as development, testing, system integration, production, sustainment and product improvement); (3) Tracking and monitoring cost, schedule, and performance of project/programs or products; (4) Directing the development of contract strategies, Request for Proposals, source selections, technical evaluations, and contract negotiations; (5) Preparing and presenting information decision briefings; and (6) Supporting Program Objective Memorandum (POM) planning, cost estimating, budgeting, program integration and oversight.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or GS-13 equivalent.

This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
