This Program Support Assistant position is within the Surgical service at the Providence VA Healthcare System, located in Providence, RI. It is full-time at 40 hours per week.
Duties
The Program Specialist Assistant reports to the Administrative Officer (AO) of Surgical Services and works closely with the Chief of Surgical Services, Section Chiefs, as well as the representative of other services, such as Logistics', Contracting, Fiscal and the Chief of Staff's office. Duties include but not limited to:
Responsible for and manages daily aspects of Logistical, Financial and Contracting administration and operations for Surgical Service.
Manages operations for human resources and logistical support to the service including budget, fund control points, personnel and human resources issues and allocations, supplies, utilization of space, time cards, approving annual leave and sick leave assuring that there is adequate coverage, COR/COTR for contracts, education reports, GIP, customer service, contracts, data collection and analysis.
Updating and assisting the Chiefs of Surgical Sections with the overall management of their respective clinics and research. This involves both long and short term planning for the clinical administrative functions of the units.
Interacts with all programs at VAPHS both on professional and administrative levels in performing assigned duties and is in daily contact with chiefs and other departments throughout the system on matters for budgets, personal, supplies, and equipment.
Ensures all VA and Joint Commission standards are met and appropriately incorporated into Surgical Service policies and procedures.
Provides a diverse range of professional level high care administrative support functions to the Section Chiefs and supports the Surgical Service Administrative Officer and the Chief of Surgical Service in matters such as personnel, fiscal, equipment purchase and supply admiration.
Performs administrative evaluative or technical work concerned with establishing and maintaining productivity, motivation, morale and discipline.
Work Schedule: Monday-Friday, 8a-4:30p

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/02/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Administrative operating procedures to prepare, advise, assist and perform problem-solving duties within the context of a large, high complex and busy service
Ability to communicate and write language that is clear and appropriate for a varied audience including patients, clinical staff, and administrative staff nationwide

Physical Requirements: The work involves some standing, walking, kneeling, bending squatting lifting and carrying light items 75% or more of the time. No special physical demands are required to perform the work; however, the work requires emotional stability to resolve crisis situations.
