This position is part of the Customer Services, Government Publishing Office in Washington, District of Columbia.

Duties

As a member of the Customer Services Agency Procurement Services (APS) DC Team, the incumbent will, handling procurement for publishing products and services. Providing an individualized, relationship-driven avenue for customer agencies to communicate their overall printing, publishing, and multimedia program needs to the GPO. Meeting frequently with customer agencies to consult and provide recommendations on the most cost­ effective publishing, printing and binding methods. Using procurement principles, federal acquisition regulations, traditional printing methodologies and process, and electronic publishing techniques for the purpose of outsourcing printing and publishing to meet the needs of GPO customers. Monitoring and evaluating contractor performance in relation to contract requirements; reviewing invoices, recommending approval/disapproval for payment, and processing all invoices and vouchers. Performing inspection and acceptance of all required deliverables, including review and approval of reports/deliverables. Preparing, assembling, and coordinating memorandums, letters and reports to be distributed to higher levels of authority within the organization structure to include.

  • TIME-IN-GRADE REQUIREMENTS: Applicants must meet time-in-grade requirements to be considered eligible. Applicants must have served 1 year at the next lower grade level or equivalent grade level of federal service to qualify.

Qualifications

Basic Requirements Undergraduate and Graduate Education: Major study -- journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics. or To qualify for the Printing Specialist PG-11, applicants must possess one year of specialized experience equivalent to the PG-09 grade level in the Federal Service that include but are not limited to: 1. Utilizing both traditional and digital printing processes, variable data imaging, and professional desktop publishing software to provide solutions and options for binding, publishing and printing projects/services. 2. Providing procurement assistance to agencies and/or arranges for vendors to provide contracting services related to binding, publishing and printing. 3. Developing detailed and accurate technical specifications for the procurement of tangible or digital printing or publishing products and services. (e.g. writing solicitation documents or the statement of work) and/or performing bid/proposal evaluation for printing related procurements. -OR- Substitution of education in lieu of specialized experience may be used for the PG-11 grade level only. Applicants can qualify with a PH.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M, if related. To qualify for the Printing Specialist PG-12, applicants must possess one year of specialized experience equivalent to the PG-11 grade level in the Federal Service that include but are not limited to: 1. Utilizing both traditional and digital printing processes, variable data imaging, and professional desktop publishing software to provide solutions and options for binding, publishing and printing projects/services. 2. Providing procurement assistance to agencies and/or arranges for vendors to provide contracting services related to binding, publishing and printing. 3. Developing detailed and accurate technical specifications for the procurement of tangible or digital printing or publishing products and services. (e.g. writing solicitation documents or the statement of work) and/or performing bid/proposal evaluation for printing related procurements. 4. Conducting market researching methods and techniques to resolve printing/publishing dilemmas or administrative concerns as they arise, and or as needed. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Only experience and education obtained by the closing date of this announcement will be considered. All qualification requirements must be met by the closing date of this announcement (10/27/2023) to be considered.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
