The primary purpose of this position is to serve as a senior HR expert and advisor of, Civilian Executive Management Office, Deputy Under Secretary of the Air Force related to recruitment and placement, merit promotion, talent management and succession planning.

Works in conjunction with the supervisor, provides strategic and technical guidance on consultative management advisory services
Responsible for the Civilian Senior Executive Recruitment, Selection and Placement program
With guidance and direction provided by the supervisor, represents the Air Force Senior Executive Management Office with a wide-variety of internal and external officials
Serves as team member on special projects or comprehensive studies to examine a spectrum of problems or issues that may cross serviced agencies

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions, 0201 Series.
GS-13 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes 1) experience with planning, managing, advising management on the effectiveness of the Senior Executive Service program activities; 2) comprehensive knowledge of Senior Executive Services recruitment, selection, appointment actions, merit promotions, hiring authorities; 3) lead special projects analyzing a spectrum of complex problems to determine applicability of established methods as related to Senior Executive Services; AND 4) preparing and presenting high-level briefings to senior officials.
GS-13 KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Comprehensive knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices governing to administer an Air Force wide Senior Executive program at it relates to recruitment and placement
Extensive knowledge of policies, procedures, methods, and publicity techniques of business operations to develop, revise, and advise on Human Resources recruitment and placement programs to meet goals and objectives within available resources
Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative policies and procedures across a the Air Force to conduct studies, which are frequently ad hoc team efforts, to identify, consider, and recommend options for the resolution of substantive organizational and program issues or complex problems not susceptible to treatment by standard methods
Skill in communicating, both orally and in writing, to provide seasoned consulting to operating managers and other specialists; lead team studies, negotiate complex, controversial issues; provide informational briefings to include options and recommendations to high level management; and establish and maintain effective and positive working relationships
Ability to tactfully advise and explain personnel processes and procedures on a one-on-one basis to senior level officials and goals of the current Administration. Also required is the ability to persuade Agency or FOA's leadership to accept and implement recommendations where the proposed changes involve substantial change in established procedures and methods

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
GS-13 One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level.
GS-14 One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level.
TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
