The primary purpose of this position is to serve as the Director of Staff for the Presidential Airlift Group (PAG) for a highly complex and sensitive compartmented operating environment in direct support of President of the United States and Continuity of Government (COG) mission activities.

Duties

Plans, organizes, and oversees activities of the PAG, ensuring that the functions and activities within the group comply with legal and regulatory requirements and meets PAG's mission needs. Exercises supervisory personnel management responsibilities. Represents PAG with a variety of installation and functional organizations within the National Capitol Region (NCR). Establishes, defines, and implements requirements for staff programs to ensure services and functions are in line with organizational goals and mission requirements. Provides executive leadership and management acting as the Confidential/Special Assistant to the Presidential Airlift Group Commander.

  • Centrally managed paid by the Career field team. This is a Centrally Managed Position in the 0301 Series, Miscellaneous Administration and Program Series.
  • "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement
  • Position is designated special-sensitive; employee must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI), SAP eligibility, and YANKEE WHITE adjudicated
  • May occasionally be required to work other than normal duty hours. And/or Shift work may be required which may include overtime and/or irregular hours and occasional travel away from normal duty station on military or commercial air
  • The employee is expected to exercise a high degree of creativity and innovation in applying sound, mature judgment to develop effective solutions to a wide range of technical and resource management issues
  • The employee must have the ability and professional stature to support and defend, as well as influence, program and policy decisions throughout the Group, Wing, AFDW, higher headquarters and WHMO
  • Employee frequently participates in briefings and conferences, a marked degree of oral and written communications skills are essential
  • This is a Key Position. In accordance with AFI 36-507 incumbents must be removed from their military recall status if alternatives for filling the position during an emergency are not available

Qualifications

The employee must possess accurate knowledge and appreciation for sensitive security programs and procedures, and shall be subject to a periodic counter-intelligence scope polygraph examination and submit to additional back- ground checks as a condition of employment and/or continued access to the SAP Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes in-depth knowledge of management planning policies, concepts, guidance, procedures, techniques, practices, regulations, and laws associated with the PAG's organization's structure, mission, methodologies, functionality, capabilities, and limitations related to the WHMO and Presidential Airlift mission and key staff level functions. Leadership and technical skills to identify development goals and objectives, develop comprehensive project plans and direct ad hoc teams with at least two years experiences working with WHMO construct, Presidential support and/or VIP/Executive Airlift. In-depth knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In-depth knowledge of management planning policies, concepts, guidance, procedures, techniques, practices, regulations, and laws associated with the PAG's organization's structure, mission, methodologies, functionality, capabilities, and limitations related to the WHMO and Presidential Airlift mission and key staff level functions. 2. Leadership and technical skills to identify development goals and objectives, develop comprehensive project plans and direct ad hoc teams with at least two years experiences working with WHMO construct, Presidential support and/or VIP/Executive Airlift. 3. Skill to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources; including skill to recognize and clearly define program deficiencies that may be eliminated through improvements or risk mitigation. 4. Skill to communicate both orally and in writing, clearly, concisely, and with technical accuracy and persuasively interact with other senior management and program office and research and development personnel to negotiate major issues of importance. 5. In-depth knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures. 6. Skill to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
