The incumbent functions as Administrative Officer of Primary Care service for VA Rocky Mountain Regional VA Medical Center and reports directly to the Associate Chief of Staff, Primary Care. The incumbent performs a variety of duties in a constantly evolving, complex, and diverse health care system which provides services across a vast geographic catchment area. RMR VAMC is a Joint Commission accredited, complexity level 1A facility serving Veterans in Eastern Colorado and other states.
Duties
Major duties include, but are not limited to:
Provides technical and administrative supervision of the administrative unit within the Primary Care Service.
Oversees the daily operation of the unit.
Ensures that agency policies and priorities are being followed.
Develops performance standards and evaluates work performance of subordinates.
Gives advice, counsel, and instruction to employees on both work and administrative matters.
Listens to and resolves minor complaints from employees.
Effects minor disciplinary measures such as warnings and reprimands.
Carries out Equal Employment Opportunity policies and program activities.
Delegates and oversees projects as appropriate and holds staff responsible and accountable for the performance of the administrative operations, project improvements, and programs, and works with them daily to ensure efficiency and effectiveness of these operations.
Responsible for assisting in position management, requesting funding for the filling of vacant positions, and the establishment of new positions.
Coordinates personnel actions for all employees in the service, maintains personnel-related records, establishes performances standards/competencies, recommends performance ratings, writes position descriptions, and provides human resource advisory services to other managers/supervisors.
Analyzes and prepares business plans, budget submissions, manages fund control point usage, and manages personnel and space issues, which are ultimately used to present a total resource picture.
Maintains awareness of and information about the overall status of financial resources to react to changing situations with timely recommendations.
Implements fiscal management for all sections within Primary Care.
Identifies best approaches to deliver effective, efficient health care.
Serves as liaison between service and Managerial Cost Accounting personnel to ensure proper accounting of resources.
Responsible for reconciliation and administering all Electronic Inventory Listing (EIL) accounts for Primary Care.
Responsible for overseeing a system of documentation and control over signature authority for procurement and receipt of supplies and services.
Participates in special information flow studies, analyses, presentations, and briefings, as assigned.
Conducts analytical studies on operational processes, issue topics, or related special projects, requiring study planning, statistical measurement, data analysis, and report preparation and development.
Performs other duties as assigned.
Work Schedule: 7:30am to 4:00 pm, Monday through Friday
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/30/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience (GS-11): You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Supervising technical and administrative functions of the unit; working with staff daily to ensure efficiency of operations and holding staff accountable for performance, project improvements, and programs; resolving minor complaints from employees; escalating grievances and unresolved complaints as appropriate; effecting minor disciplinary measures such as warnings and reprimands and recommending disciplinary action; developing performance standards and evaluating subordinate work performance; providing human resource advisory services to other supervisors; assisting in position management, classification, and writing position descriptions; requesting funding for filling vacant or new positions and preparing resources requests; managing all aspects of employee recruitment and selection for administrative and clinical positions; handling matters involving promotion, awards, training, disciplinary actions, grievances, and other matters; implementing fiscal management for all sections within the service; reconciling and administering all Electronic Inventory Listing (EIL) accounts for service and reporting excess equipment to logistics service; analyzing and preparing business plans and budget submissions; managing fund control point usage and personnel and space issues, to present a total resource picture; managing procurement and contracting the service as the Contracting Officers Technical Representative (COTR) for agreements including, but not limited to supply contracts, locum tenens service contracts, and others; preparing written recommendations and delivering briefings to leadership and stakeholders; delegating and overseeing projects as appropriate.
