The primary purpose of this position is to directly support the development and execution of policies, programs and procedures to implement the Integrated Primary Prevention (IPP) strategies and plans within the National Guard Bureau and across the states, territories, and District of Columbia (S/T/DC).
Duties
Acts as strategic subject matter expert (SME) on IPP as applied to family violence and abuse (FVA) for NGB leadership.
Studies the IPP workforce roll-out. Collects qualitative and quantitative data.
Maintains an understanding of J1 Family Program policies and the working dynamics between family violence response and prevention.
Co-leads a quarterly NGB Collaborative Council/Board ( i.e., CAT/CAB & CR2C).
Performs education and capacity building.

- MPH/MS in a Social Science field is preferred. Alternatively a BNBS in a relevant field with two years experience, or, an alternative degree with six years of experience is preferred.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- This position requires a high degree of discretion in relation to sensitive information of which the incumbent is aware.
- Employee may be required to work overtime.
- Position may perform other related duties as assigned.
- Must be able to obtain and maintain the appropriate security clearance.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, 0101 Series.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: behavioral or social science; or related disciplines appropriate to the position.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert/mastery level professional knowledge of social science principles. concepts and techniques, DoD, Air Force, Army, And CNGB instructions, executive orders, and public laws pertaining to Integrated Primary Prevention programs. Expert knowledge of social services systems and concepts. principles. and socioecological systems theory relating specifically to prevention of sexual assault. domestic violence, suicide. harassment, substance abuse and other areas of interpersonal and self-directed violence and trauma. Extensive Knowledge of laws, regulations. executive orders, issues, etc., relating to acts of interpersonal or intrapersonal violence. Knowledge of budget maintenance, and commonly uses agency budget procedures, regulations, precedents, policies and guides. Knowledge and ability to work independently to plan, organize, make decisions and collaborate with multiple agencies/functions. Knowledge and ability to formulate, justify, present and execute Congressional funds. in addition to providing staff guidance and assistance to others on long-range planning, administration and use of funds
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Extensive Knowledge of laws, regulations, executive orders, issues, etc., relating to acts of interpersonal or intrapersonal violence. Knowledge of budget maintenance. and commonly uses agency budget procedures. regulations, precedents. policies and guides.
Expert knowledge of social services systems and concepts. principles, and socio-ecological systems theory relating specifically to prevention of sexual assault, domestic violence. suicide, harassment, substance abuse and other areas of interpersonal and self-directed violence and trauma.
Skilled in developing evidence and data-driven strategies, policies, and plans of action based on very broad guidelines and limited precedents. Skilled in program assessment and evaluation; ability to identify and implement required program modifications. Skilled in assessing program needs to accomplish goals and objectives, evaluate program status and recommend and/or implement solutions for improvements.
Skilled in dealing effectively and professionally with all ranks/grades; DoD officials; sister services' program managers, and various civilian entities when explaining, negotiating, and/or implementing Integrated Primary Prevention policy. procedures, and plans. Skilled in applying tact and diplomacy during difficult circumstances when advising/informing inform individuals and high-level officials on complicated, sensitive, and sometimes controversial issues.
Ability to work with diverse groups of people.
Ability to communicate effectively with others both orally and in writing.
Ability to conduct research, analyze pertinent data. evaluate and/or develop technically sound strategic approaches, and direct corrective actions
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
