The position is located in the Health Administration Service (HAS) within the Battle Creek Veterans Affairs Medical Center (VAMC). This position's primary focus will be on all scheduler training and performing scheduling audits for the Battle Creek VAMC.
Duties
The incumbent provides all schedulers within the BCV AMC Delivery System the initial mandatory schedulers training and any ongoing training for all scheduling process, any scheduling updates and/or changes to the Veterans Health Administration (VHA) Scheduling Directive. This would include supervision of orientation/training activities, remediation of problem employees, and documentation of orientation/training. Incumbent will also work closely with Health Administration Service (HAS) Leadership to assess training program quality and effectiveness for continuous improvement; ensuring all schedulers are up to date on scheduling practices and have the ability to perform all scheduling requirements.
The incumbent will conduct bi-weekly or monthly Scheduler Training. Sessions will be held at the BC VAMC and the Wyoming Health Care Center (WHCC) if needed, which requires incumbent to occasionally travel to conduct the training.
The incumbent determines training requirements to design and instruct course requirements using specific guidance on topics covered, methodology, approaches, and sources used to provide the needed educational requirements. Courses taught at this level may cover a wide variety of topics in well established areas of a subject matter field, which includes training healthcare providers and schedulers. They require through familiarity with the assigned subject matter area and use of a wide range of teaching methods or tools depending on the students' learning requirements. They are usually well structured and have ample training materials. These courses generally involve instructional problems that require organization, illustration, and interpretation of course material in order to reach and motivate students who may pose typical deficiencies of communication and motivation, e.g., diverse ages, backgrounds, and levels of interest in the course. They make recommendations for changes that involve substantive rather than procedural matters.
The incumbent will also be providing other administrative trainings to all Medical Center staff in instructing the use of the Microsoft Office Suite. Responsibilities include but not limited to implementation of classroom and on-the-job educational experiences with validation of competencies. Position is responsible for maintaining the facility wide master list for scheduling, ensuring all schedulers are compliant with scheduling requirements. This requires the incumbent to regularity monitor newly released Scheduling Directives, Facility Policies and/or released patches for their potential effect on facility staff as it pertains to scheduling.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/27/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS- 9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. To qualify for the GS-7 grade level:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Experience that provided evidence of the ability to instruct students in the use of equipment, principles, or practices of the subject or occupation. This experience may have been gained as a teacher or instructor; in on-the-job supervision or instruction of subordinates or fellow workers; or in work involving application of the principles, practices, and techniques of the occupation or subject-matter field of the position to be filled. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one full year of graduate level education OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelor's degree.
To qualify for the GS-9 grade level:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate fields
Supervising or administering a training program
Development or review of training/course materials, aids, devices, etc., and evaluation of training results
Work in the occupation or subject-matter field of the position to be filled that required training or instructing other on a regular basis. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. Graduate Education: Major Study- education or a subject area related to the position being filled OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelor's degree.

Physical Requirements: The work is mostly sedentary and may require the ability to sit for extended periods of time, a portion of which may be at a personal computer. There is also much walking through the medical center with occasionally the requirement to lift objects such as files, books, and reports.
