Duties

Analyzes audit reports, management reports and other system indicators to develop areas for future requirements and operational architecture improvements. Provides DoD and DFAS policy guidance for operations. Analyzes operating procedures to identify areas of non-compliance; explains discrepancies; and provides policy interpretation to ensure modification of operations to comply with regulations. Examines internal control systems to ensure that systems provide for the integrity, accuracy, and validity of reported financial data. Prepares, updates, and implements standard operating procedures to correct deficiencies in internal controls. Analyzes, tracks, and maintains repository of audit findings and recommendations in order to cross-reference in the development of comprehensive and robust corrective action plans to brief to senior leadership for consideration. Leads division wide comprehensive efforts to fulfill complex audit requests and reviews all audit products for accuracy and completeness.

Requirements

  • Must be a U.S. Citizen or National.
  • Registered for Selective Service (males born after 12-31-1959).
  • Suitable for Federal employment.
  • Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.
  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.

  • Obtain/Maintain Financial Management Certification.
  • Please note, this is NOT a 100% virtual/remote position where work may be performed from any location in the US. This position is eligible for local telework near one of the duty stations of the position, subject to management review and approval.

Qualifications

This position has a positive education requirement. To qualify for this position you must meet one of the basic requirements described below: (1) Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR (2) Candidates may also qualify through a combination of education and experience: at least 4 years of accounting experience or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses, which may include up to 6 hours of business law, OR a certificate as a Certified Public Accountant or Certified Internal Auditor. Specialized experience is defined as: providing project management oversight and professional accounting work experience in preparing, analyzing, interpreting and presenting accounting data; operating, maintaining, testing, designing, and modifying accounting systems; using accounting information to recommend solutions to management problems and structuring of organization programs; managing, operating, and analyzing accounting systems in connection with other business activities; designing, implementing, and assessing internal control processes and systems. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service.

Education

Education is not substitutable for specialized experience at this grade level.
