You will serve as a SUPERVISORY IT SPECIALIST (PLCYPLN) serving as the Enterprise Services Branch Manager within the ACIO/INFORMATION TECHNOLOGY DIVISION in the Corporate Operations Department of NAVAL SURFACE WARFARE CENTER.
This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14.
Duties
You will serve as the Branch Manager, providing supervisory oversight to highly skilled and technical Information Technology (IT) personnel supporting enterprise services for NSWC Crane Division.
You will be the supervisor for employees performing software and application development; developing enterprise and solution architectures; cloud and data center migrations and operation.
You will supervise the digital transformation work in support of enterprise application transformation; high performance computing and big data analytics; and project management for IT projects.
You will lead and oversee budget, staffing, and contracting associated with tasking within the Enterprise Services Branch.
You will be responsible for the Branch’s overall effectiveness, efficiency, and productivity and for the development and implementation of the Branch’s policies and procedures.
You will identify and address cyber workforce planning and management issues (e.g. recruitment, retention, and training).
You will act as a primary stakeholder in the underlying Information Technology (IT) operational processes and functions.
You will provide direction and monitor all significant activities to ensure that services are delivered successfully.
You will work with other leadership and product owners to balance and prioritize services to meet the overall customer requirements, constraints, and objectives.
You will gather feedback on customer satisfaction and internal service performance to foster continual improvement.

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 80 level Intermediate within 12 months of appointment
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing oversight and direction on technical services by leading in the assessment and identification of IT project requirements to support organization-wide business operations. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
