About the Position:
This position is located in the Defense Health Agency (DHA) under the policy guidance and direction of the Assistant Secretary of Defense for Health Affairs (ASD (HA)) at Fort Sam Houston, TX.
Recruitment or relocation incentives MAY be authorized for highly qualified candidates.
Salary negotiation may be available for those candidates who are new to Federal service.
Duties
Subject matter expert in Accounts Receivable processes in GFEBS, to include training development of current and new GFEBS processes to ensure financial integrity and compliancy to support the integration process.
Reviews subordinates work in progress and adjusts plans, assignments, or methods as necessary to accomplish the work as effectively.
Performs accounts receivable analysis for problem resolution, reconciliation, and surveillance, to reduce risk management on resource management’s processes of accounting operations collections.
Provides training and evaluation visits to DCFM activities to assist system users in a range of objectives to sustain operations.
Formulates planning guidance and requirements in accordance with broad agency program policies and objectives to meet program goals and resourcing requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- This is a Financial Management Level 3 Certified position. Certification must be obtained within 24 months of start date.

Specialized Experience: One year of specialized experience which includes performing financial analysis specific to the area of Accounts Receivable and Reimbursables to assist in problem resolution, preparing financial reports to assist in program planning, assisting with the deployment of the General Fund Enterprise Business System (GFEBS) within an organization and overseeing subordinate personnel. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
